Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47(a), the Broward County Board of County Commissioners (“Board”) shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

 

What Action Accomplishes

Approves the First Amendment to the Agreement between Broward County and Burns & McDonnell Engineering Company, Inc. to provide additional funding for continued consultant services at Broward County’s Fort Lauderdale-Hollywood International Airport and North Perry Airport and update certain terms in the Agreement.

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action approves the First Amendment to the Agreement between Broward County and Burns & McDonnell Engineering Company, Inc. (“Agreement”).

 

Burns & McDonnell Engineering Company, Inc. (“Burns & McDonnell”) provides consultant services to perform pre-design, design, construction administration, and resident project representative services for landside and airside utility and pavement projects at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”) and North Perry Airport (“HWO”).

 

On September 20, 2022 (Item No. 71B), the Board approved the Agreement for an initial three-year term, with two one-year renewal terms, in the maximum not-to-exceed amount of $7,000,000, which included $250,000 for reimbursables.

 

The Office of Economic and Small Business Development established a Disadvantaged Business Enterprise ("DBE") goal of 10% for this project. Burns & McDonnell committed to 10% DBE participation. To date, Burns & McDonnell has been paid $371,854, and has paid DBE firms $93,717, for 25.20% participation (Exhibit 2).

 

Additional funding for this Agreement is required for completion of existing projects and planned future projects. Some of these projects include FLL’s Automated People Mover Criteria Package and the Rehabilitation of Taxiway M and Runway 10R-28L at HWO.

 

The proposed First Amendment will provide funding for continued consultant services, increasing labor by $3,500,000, from $6,750,000 to $10,250,000, and increasing reimbursables by $100,000, from $250,000 to $350,000, for a total increase of $3,600,000, for a revised total maximum not-to-exceed Agreement amount of $10,600,000, and update certain terms in the Agreement.

 

The proposed First Amendment has been reviewed and approved as to form by the Office of the County Attorney.
