Why Action is Necessary

In accordance with Broward County Procurement Code Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE BROWARD COUNTY AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) participation goal should apply to this solicitation based on OESBD review of the products and services and availability of CBE firms (Exhibit 2).

 

The proposed Agreement between Broward County and EMS Brüel & Kjær Inc. dba Envirosuite, Inc., for the Noise and Operations Monitoring System (PNC2128890R1) for the Broward County Aviation Department is consistent with the Federal Aviation Administration’s (FAA) Record of Approval (ROA) for Fort Lauderdale-Hollywood International Airport’s (FLL) Part 150 Noise Compatibility Program (NCP), specifically aligning with Program Management Measure PM-3: Maintain a Noise Complaint Management System. This system plays a vital role in facilitating communication between the airport and surrounding communities by providing a structured and accessible platform for residents to report aircraft noise concerns. Its implementation supports BCAD’s commitment to a responsive, transparent, and data-driven approach to noise management, helping to foster trust and collaboration with the community. The system includes installation and maintenance of hardware/equipment, including noise monitors, and flight tracking systems (Exhibit 1).

 

The solicitation was advertised on March 4, 2025 and, at the time of the submittal deadline on April 1, 2025, four firms submitted proposals: Casper Airport Solutions, Inc.; EMS Bruel & Kjaer Inc. dba Envirosuite, Inc. (Envirosuite); PASSUR Aerospace Inc.; and Vianair Inc.

 

On June 2, 2025, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that all four firms were both responsive and responsible to the solicitation requirements.

 

On June 9, 2025, Demonstration meetings with the Technical Review Team (TRT) were held with Casper Airport Solutions, Inc.; Envirosuite, and PASSUR Aerospace Inc. The firm, Vianair Inc, did not provide a demonstration and withdrew its submittal. This request was approved by the Director of Purchasing.

 

On June 24, 2025, a Final EC meeting was held. After presentations, evaluation, and ranking, the EC named Envirosuite as the first-ranked firm.

 

The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from June 28 - July 2, 2025, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. No objection was received.

 

The EC final recommendation of ranking was posted on the Purchasing Division website from July 3 - July 10, 2025, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.

 

On July 10, 2025, in accordance with Procurement Code Section 21.42(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.

 

Two negotiation meetings were held - October 9, 2025, and October 21, 2025 - to negotiate the Agreement with Envirosuite. These meetings were attended by representatives from Envirosuite and staff from the Aviation Department, the County Attorney’s Office, and the Purchasing Division.

The initial term of the agreement is three years from the date of execution with up to two one-year renewals.
