A. MOTION TO AUTHORIZE County Administrator to negotiate and execute an agreement between Broward County and Taskforce Fore Ending Homelessness, Inc. (“Taskforce”) providing durable laptop computers and accessories to Taskforce to support the County-funded Homeless Family Street Outreach program, effective upon execution through September 30, 2026, with authority to execute subject to review and approval for legal sufficiency by the County Attorney’s Office; authorize the County Administrator to execute amendments to the agreement subject to review and approval for legal sufficiency by the County Attorney’s Office, provided that such amendments do not impose additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the agreement.
B. MOTION TO AUTHORIZE County Administrator to negotiate and execute an agreement between Broward County and Care Resource Community Health Centers Incorporated (“Care Resource”) providing durable laptop computers and accessories to Care Resource to support the County-funded Homeless Family Street Outreach program, effective upon execution through September 30, 2026, with authority to execute subject to review and approval for legal sufficiency by the County Attorney’s Office; authorize the County Administrator to execute amendments to the agreement subject to review and approval for legal sufficiency by the County Attorney’s Office, provided that such amendments do not impose additional financial obligations on the County; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the agreement.
C. MOTION TO APPROVE waivers of conflict under Section 112.313(7)(a), Florida Statutes, for the following Broward County advisory board members holding an employment or contractual relationship with an entity receiving funds for the performance of services under this agenda item.

Why Action is Necessary
A. Approval of Motions A and B is necessary because Broward County Board of County Commissioners ("Commission") approval is required for agreements with external agencies.
B. A waiver of conflict arising under Section 112.313(7)(a), Florida Statutes, requires two-thirds approval by the Commission.
What Action Accomplishes
Approval of Motions A and B authorize the County Administrator to negotiate agreements to provide durable laptop computers and accessories to Taskforce and Care Resource beginning upon execution through September 30, 2026.
Approval of Motion C waives the existence of any conflicts arising under Section 112.313(7)(a), Florida Statutes, as authorized under applicable law.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.”
This item seeks authority for the County Administrator to negotiate and execute agreements with these providers to support the County-funded Homeless Family Street Outreach program through County’s provision of durable laptop computers and accessories previously purchased with Florida Department of Law Enforcement (“FDLE”) grant funding. Under the Edward Byrne Memorial Justice Assistance Grant Countywide (“JAG-C”) Program, the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance provides funding to reduce and prevent violent crime. FDLE distributes state-allocated JAG-C program funds through a designated, formula-based, non-competitive application process. On April 3, 2025, FDLE awarded grant number 6N266 to Broward County and on June 10, 2025 (Item No. 9), the Commission approved the Grant Agreement 6N266 to purchase durable laptops and accessories for the Housing Options, Solutions, and Supports Division (“HOSS-D”) in the aggregate amount of $108,822 during the award period from October 1, 2024, through September 30, 2025. HOSS-D subsequently utilized the JAG-C funding to purchase these durable laptops and accessories.
HOSS-D currently funds Homeless Family Street Outreach programs provided by Care Resource through Agreement 25-HOSS-HIP-6380-01 and by Taskforce through Agreement 25-HOSS-HIP-6886-01. This item seeks to support these County-funded programs through the County’s provision of durable laptop computers and accessories previously purchased with FDLE grant funding. These durable laptop computers and accessories will be returned to HOSS-D at the conclusion of the agreements.
These agreements will be reviewed and approved for legal sufficiency by the Office of the County Attorney prior to execution by the County Administrator.
Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that "no public officer... shall have or hold any employment or contractual relationship with any business entity... which is... doing business with an agency of which he or she is an officer or employee." In accordance with 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion C) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship, or Interest, are attached to this report as Exhibit 2 and constitutes full disclosure of any existing conflicts.
