Summary Explanation/Background

This action supports the Commission Goal of “[e]nsuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supportive housing and zoning that helps residents build equity.”

Section 11.06 of the Broward County Charter (“Charter”) creates the Broward County Housing Council (“Council”) and defines the membership categories for the Council. Certain membership categories prescribed in the Charter refer to entities no longer in existence or require a level of specificity in membership composition that has resulted in extended vacancies on the Council.

To provide for an appropriate composition of the Council and efficient filling of its vacancies, this Resolution proposes an amendment to the Charter that, to be effective, must be approved by the Broward County electorate during the 2024 General Election. If approved, the proposal would:

• remove all membership categories prescribed in Section 11.06 of the Charter;

• provide that the Board of County Commissioners shall establish membership categories for the Council by ordinance; and

• provide that the Council be composed of at least seventeen (17) voting members and no more than nineteen (19) total members.

Six (6) affirmative votes are required to place this proposed Charter amendment on the ballot.
