In accordance with the Broward County Procurement Code, amendments to Agreements that exceed the Director of Purchasing’s authority must be approved by the Board.
What Action Accomplishes
This action adjusts pricing for the existing open-ended contract no. PNC2122386B1 for the two, one year extension periods to account for increase in material costs.

Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development has set a County Business Enterprise (CBE) participation goal for this Agreement at 30%. As of February 19, 2025, Trio Development Corporation, has received payments totaling $6,267,632, with $1,830,339 allocated to CBE firms, resulting in a participation rate of 29.2% to-date (Exhibit 1).
Open-ended contract no. PNC2122386B1 Lift Station Rehabilitation and Repair was issued to Trio Development Corporation (Trio) on June 2, 2021 through a clean low bid for three years with two possible one year extensions (Exhibit 2). Through the initial three years of the contract, Trio has repaired/rehabilitated 26 lift stations for Water and Wastewater Services. Trio has requested an adjustment in pricing for only the difference in material costs for the two optional one year extensions. This request increases the contract limit by $789,594 to bring the total potential contract cost to $15,245,394 (Exhibit 3).
Contract re-negotiation has been based on actual material prices paid by Trio, for which Trio has provided paid receipts for materials from the commencement of their contract along with paid receipts for current pricings which matches the increase request amounts.
All dollar amounts referenced in this agenda item have been rounded to the nearest whole dollar. This amendment has been approved by the County Attorney’s Office.
