Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions; and Section 21.53, Duration of Contracts, the Board is required to approve all contracts of more than five years.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/RECORDS, TAXES, AND TREASURY DIVISION (RTT) RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) participation goal should apply to this solicitation based on OESBD review of the products and services and availability of CBE firms (Exhibit 2).
The purpose of this Agreement is to provide a comprehensive software solution for managing the collection, administration, enforcement, reporting, and distribution of the County’s tourist development taxes in accordance with the Tourist Development Tax Ordinance (Exhibit 1). The initial five-year not-to-exceed amount of $2,600,000 includes $100,000 for implementation and training and $2,500,000 for subscription fees. The two five-year renewal terms in the not-to-exceed amount of $7,100,000 is inclusive of $3,200,000 for the first renewal and $3,900,000 for the second renewal. The 15-year maximum amount includes $750,000 in optional services for the duration of the Agreement, for a 15-year potential maximum not-to-exceed amount of $10,450,000.
The RFP was advertised on September 17, 2025, and, at the time of the submittal deadline on October 17, 2025, five firms submitted proposals: Concourse Tech, Inc d/b/a Concourse; GovOS, Inc. d/b/a GovOS; Grant Street Group, LLC (Grant Street Group); Hinderliter, de Llamas & Associates d/b/a HdL Companies; and Vivid GovTech, LLC.
On December 1, 2025, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that all five firms were both responsive and responsible to the RFP requirements. In accordance with Broward County Procurement Code Section 21.42, Procedures for RFPs, RLIs, and RFQs, the Evaluation Committee may establish a “shortlist” of vendors. The EC evaluated the responses and shortlisted three out of the five firms who would advance to final evaluation, which would include vendor presentations, question-and-answer period, numerical scoring, and ranking.
On December 8, 2025, and December 10, 2025, demonstration meetings with the Technical Review Team (TRT) were held with three vendors: GovOS, Grant Street Group, and HdL Companies.
On December 17, 2025, a Final EC meeting was held. After presentations, evaluation, scoring, and ranking, the EC named Grant Street Group as the first-ranked vendor; HdL Companies as the second-ranked vendor; and GovOS, Inc., as the third-ranked vendor (Exhibit 3).
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from December 19 - 24, 2025, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.
The EC’s final recommendation of ranking was posted on the Purchasing Division website from December 29, 2025, to January 6, 2026, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.
On January 6, 2026, in accordance with Procurement Code Section 21.42(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.
Three negotiation meetings were held - February 3, February 10, and February 18, 2026, - to negotiate the Agreement with Grant Street Group. These meetings were attended by representatives from Grant Street Group, staff from RTT, the County Attorney’s Office, and the Purchasing Division.

The initial agreement period will be effective upon date of execution and will terminate five years from that date.
