Previous Action Taken
On August 22, 2024, the Board set a public hearing to consider the proposed rezoning on September 17, 2024 (Agenda Item 33).
Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE URBAN PLANNING DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
The action supports Broward County’s goal of “ensuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supportive housing and zoning that helps residents build equity.”
The proposed rezoning would change the zoning district of a County-owned lot (Exhibit 1) from Duplex and Attached One-Family Dwelling District (RD-10) to Garden Park Neighborhood District (GP-1). The rezoning is to be implemented consistent with Broward County Land Use Policy 2.16.3 regarding density. The purpose of the rezoning is to enable the Board to combine this lot with adjacent parcels for the development of affordable housing.
On June 4, 2024, the Board enacted Ordinance 2024-18 (Agenda Item 63) rezoning an adjacent 1.71 net acre site from Duplex and Attached One-Family Dwelling District (RD-10) and Intense Commercial Business District (B-3) to Garden Park Neighborhood District (GP-1) and Garden Park Corridor District (GP-2), respectively. The Board also approved Resolution 2023-32 recognizing utilization of Broward County Land Use Plan Policy 2.16.3 and found the rezoning compatible with existing and future land uses and the Broward County Zoning Code.
Affordability projects implemented by the Policy 2.16.3 do not require a land use amendment; however, its implementation requires the Board to issue a finding of compatibility. The finding is one of eleven factors that are considered when reviewing a proposed rezoning.
The Resilient Environment Department Local Planning Agency (LPA) held a public hearing on July 10, 2024, and found the proposed rezoning consistent with the Broward County Comprehensive Plan.
