Summary Explanation/Background

THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

The Parks and Recreation Division (Parks) is the lead supporting agency for logistics for Broward County Emergency Operations Center activations. There were shortages of ice for medical and health needs during the COVID-19 emergency response due to supply chain and accessibility issues. To address and support emergency management logistical needs, Broward County (the County) decided it was vital to have a backup provision so that long-term care facilities and emergency service entities would have access to an emergency supply of bagged ice for emergency response activities.

Ice supply was also identified as a need after the impact from a storm, such as Hurricane Irma, due to ongoing power losses. The ice house would be available to support the Broward Emergency Response Team operations and mission critical needs for an event. The ice house facility supply will be utilized and operational for Park business operations during non-emergencies and will allow the County to be prepared for providing emergency backup for possible critical medical and response needs for an incident.

On April 7, 2020 (Item No. 23), the Board approved a supplemental budget Resolution appropriating $200,000 for the purchase of an ice house, to be located at a central location in the County. However, the cost of site preparation work for the ice house was not initially factored into the estimates, and an additional $175,000 was appropriated in later Fiscal Years to finalize the site work and procure the ice house. Due to ongoing cost increases in various building materials and the overall construction industry, the site preparation work and the equipment came in over the anticipated budget. To finalize the Parks Ice House Project (the Project), an additional $160,000 is needed to procure and install the equipment.

The Project is needed because Central Broward Regional Park serves as a Point of Distribution (POD) for the County’s emergency response efforts. The ice machine proposed is a large 6,500-pound capacity unit which can produce 4,500 - 13,000 pounds of ice in 24 hrs. That capacity will allow the County’s Emergency Management team to coordinate with other County entities to fulfill the need for ice during any emergency response.

The Project consists of two phase - modifications to the site to allow for drive thru access to the ice machine, and the purchase and installation of the ice machine itself. Unfortunately, because of inflation and construction cost increases the original budget is only adequate to complete the first phase. A contractor has been procured for the first stage and permitting is underway. The additional funds are needed to purchase and install the ice machine, which is the second phase. The ice machine procurement will be addressed as a commodity with installation purchase, but it will take approximately six months to manufacture and deliver, once ordered. Therefore, to be operational for some of the 2024 hurricane season, the additional funding is needed prior to the beginning of Fiscal Year 2025.
