Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Third Amendment updates the requirements of the Agreement and enables the revision and replacement of Exhibit D-2, Outcomes, and Exhibit E, Required Reports and Submission Dates, for Agreement No. 23-CP-HCS-6930-01.
On September 8, 2022, (Item No. 3), the Commission approved a special allocation for 2-1-1 Broward in the amount of $107,000 to provide a live, free 24-hour comprehensive helpline and a searchable online database to make crisis, health, and human services support referrals available to all individuals and families residing in Broward County. The Agreement was approved for one Initial Term (which expired on September 30, 2023) and up to four one-year Option Periods.
On May 2, 2023, (Item No. 8), the Commission approved adding a non-recurring program for $250,000 for equipment and outreach services, to modernize its information and referral software crisis response system, and for community outreach materials such as rack cards, palm-sized cards, tabletop signs, and social media advertising to inform the community about 2-1-1 Broward.
On January 21, 2026, during the Community Partnerships Division’s (“CPD”) quarterly outcome report review, it was determined that the outcomes did not align with the services delivered. To ensure proper continuity between the direct services delivered, CPD, in collaboration with 2-1-1 Broward, drafted a revised Exhibit D-2 for this Agreement.
This item requests Commission approval to update Sections 10.1, 14.4, and 15.1, the contact information for County’s Custodian of Public Records, delete Sections 10.3 and 15.19, and to revise and replace Exhibit D-2, Outcomes, to enable 2-1-1 Broward to measure more informative deliverables such as average waiting times for general and crisis calls, number of crisis follow-ups calls, number of satisfaction surveys administered and completed, and number of dropped calls. Additionally, this item requests approval to revise and replace Exhibit E, Required Reports and Submission Dates, to remove requirements due to changes in the law.
Retroactive approval is requested due to protracted negotiations with 2-1-1 Broward.
This Third Amendment (Exhibit 1) has been reviewed and approved for legal sufficiency by the County Attorney’s Office.
