MOTION TO APPROVE Lease Agreement between Broward County and Valls Ship Agencies, LP, for 816 square feet of office space consisting of Suites 209 and 210 of the Amman Building, located at 2550 Eisenhower Boulevard in Port Everglades, for a one-year term, commencing on November 1, 2025, with four one-year renewal terms; and authorize the Mayor and Clerk to execute same.

Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
This action supports the Broward County Board of County Commissioners’ (“Board”) Value of “Building partnerships and working collaboratively with others to meet shared objectives,” and the Goal of “Ensuring economic opportunities and a sustainable economy, with an emphasis on Broward’s lower and middle class.”
Accordia Shipping, LLC (“Accordia”), imports and exports merchandise and vehicles to and from the Caribbean, Central, and South America. Accordia has been a tenant in Suite 10 of the Amman Building, located at 2550 Eisenhower Blvd. in Port Everglades (see Exhibit 5) since 2018, and its current lease expires on October 31, 2025. The primary business terms of the new lease agreement are summarized as follows:
• Term: Establishes an initial one-year term beginning November 1, 2025, with four optional one-year renewal terms. Each renewal must be requested by Accordia at least 60 days before the expiration of the then-current term and approved by the Port Everglades Chief Executive/Port Director to be effective.
• Premises: 525 square feet of office space consisting of Suite 10 of the Amman Building.
• Rent: The proposed rent schedule increases from the current rent of $25.75/ sq ft to gradually align current rental rates with prevailing market rates by the conclusion of the five-year term:
- Lease Year 1: $14,316 ($27.27/sq ft)
- Lease Year 2: $15,167 ($28.89/sq ft)*
- Lease Year 3: $16,065 ($30.60/sq ft)*
- Lease Year 4: $17,015 ($32.41/sq ft)*
- Lease Year 5: $18,023 ($34.33/sq ft)*
*Only if the applicable Renewal Term is requested by Accordia and approved by County by issuance of an Approval Notice, as further stated in the agreement.
Bukkehave, Inc. (“Bukkehave”), provides vehicle fleet management. Bukkehave was previously a tenant of Suites 402 and 402A of the Port Administration Building, located at 1850 Eller Drive in Port Everglades, since 2002, but terminated in 2021 due to COVID-19. It returned to Suite 402 in 2022 and amended the lease to include Suite 402A in August 2025. Its current lease expires on October 31, 2025. The primary business terms of the new lease agreement are summarized as follows:
• Term: Establishes an initial one-year term beginning November 1, 2025, with four optional one-year renewal terms. Each must be requested by Bukkehave at least 60 days before the expiration of the then-current term and approved by the Port Everglades Chief Executive/Port Director to be effective.
• Premises: 3,249 square feet of office space consisting of Suites 402 and 402A of the Port Administration Building.
• Rent: The proposed rent schedule increases from the current $32.82/sq ft to $33.80/sq ft for Lease Year 1. The rate for the renewal terms will be increased by the greater of the percentage change in the Consumer Price Index-All Urban Consumers for the Miami-Fort Lauderdale area or 3%.
Shipwright, LLC (“Shipwright”), is a professional engineering firm that provides architectural and marine engineering design for cruise vessels, tugboats, and other marine-related vessels. Shipwright has been a tenant in Suites 8 and 9 of the Amman Building, located at 2550 Eisenhower Blvd. in Port Everglades, since 2014, and its current lease expires on October 31, 2025. The primary business terms of the new lease agreement are summarized as follows:
• Term: Establishes an initial one-year term beginning November 1, 2025, with four optional one-year renewal terms. Each must be requested by Shipwright at least 60 days before the expiration of the then-current term and approved by the Port Everglades Chief Executive/Port Director to be effective.
• Premises: 1,040 square feet of office space consisting of Suites 8 and 9 of the Amman Building.
• Rent: The proposed rent schedule increases from the current rent of $24.75/ sq ft to gradually align current rental rates with prevailing market rates by the conclusion of the five-year term:
- Lease Year 1: $27,476 ($26.42/sq ft)
- Lease Year 2: $29,338 ($28.21/sq ft)*

Valls Ship Agencies, LP (“Valls”), is a shipping agent. Valls has been a tenant in Suite 210 of the Amman Building since 2003 and amended their lease to include Suite 209 in 2014. Its current lease expires on October 31, 2025. The primary business terms of the new lease agreement are summarized as follows:
• Term: Establishes an initial one-year term beginning November 1, 2025, with four optional one-year renewal terms. Each must be requested by Valls at least 60 days before the expiration of the then-current term and approved by the Port Everglades Chief Executive/Port Director to be effective.
• Premises: 816 square feet of office space consisting of Suites 209 and 210 of the Amman Building.
• Rent: The proposed rent schedule increases from the current rent of $24.75/ sq ft to gradually align current rental rates with prevailing market rates by the conclusion of the five-year term:
- Lease Year 1: $21,558 ($26.42/sq ft)
- Lease Year 2: $23,019 ($28.21/sq ft)*
- Lease Year 3: $24,581 ($30.12/sq ft)*

The Lease Agreements authorize the Chief Executive/Port Director to execute amendments that modify the leased premises (with corresponding rate adjustments, as applicable) and/or update Exhibit A (Maintenance and Repair Responsibilities).
The Lease Agreements have been reviewed and approved as to form by the Office of the County Attorney.

Fiscal Impact/Cost Summary
The Port Everglades Department is projected to receive approximately $14,316 in rental revenue from Accordia during the initial one-year lease term. If all four optional one-year extensions are exercised, the total estimated rental revenue would increase by an additional $66,270, resulting in a five-year total of approximately $80,587.
The Port Everglades Department is projected to receive approximately $109,816 in rental revenue from Bukkehave during the initial one-year lease term. Factoring an annual increase of 3% and if all four optional one-year extensions are exercised, the total estimated rental revenue would increase by an additional $473,213, resulting in a five-year total of approximately $583,029.
The Port Everglades Department is projected to receive approximately $27,476 in rental revenue from Shipwright during the initial one-year lease term. If all four optional one-year extensions are exercised, the total estimated rental revenue would increase by an additional $127,691, resulting in a five-year total of approximately $155,167.
The Port Everglades Department is projected to receive approximately $21,558 in rental revenue from Valls during the initial one-year lease term.
