Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This action approves the acceptance of an FAA Grant Agreement for ATP Project No. 3-12-0025-101-2024 to provide federal grant funding and authorizes the Director of Aviation to execute the grant for the construction of the Terminal Connectors Project at FLL.

The Terminal Connectors Project (“Project”) will provide additional facility flexibility by creating a post-security walkway for passengers to move from terminal to terminal without being required to exit and re-enter Transportation Security Administration (“TSA”) Security Screening Checkpoints at FLL.

The Project will consist of 125,505 square feet of bump-out area which includes the construction of two terminal connectors and three bump-out modifications. The first terminal connector will be located between Terminal 1 (“T1”) and Terminal 2 (“T2”), and the bump-out modification will be in T1. The second terminal connector will be between T2 and Terminal 3 (“T3”) and the bump-out components for T2 will be located to the east and west of the terminal. There is an existing connector between T3 and Terminal 4, therefore, the bump-out modification will be in T3.

The Project, estimated to cost $228,000,000, will consist of new construction as well as building expansions and extensive renovation for portions of the existing terminals at FLL. The proposed Project will provide redundancy between the TSA Security Screening Checkpoints and promote greater opportunity for airlines to operate in multiple terminals if desired.

The FAA will fund 80% of the construction costs of the Project, up to a maximum amount of $50,000,000, and requires Broward County to fund all remaining expenses for the construction costs of the Project.

The Office of the County Attorney has reviewed the FAA Grant Agreement, approved it as to form, and will be signing after the Director of Aviation signs. The proposed FAA Grant Agreement does not include the County's standard agreement provisions because the FAA requires the County to use its standard grant agreement.
