Why Action is Necessary

A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

B. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize revenue.

 

What Action Accomplishes

Approval of Motions A and B allows for the use of grant funding to provide crisis intervention services and forensic medical examinations to sexual assault survivors.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding from FCASV will be used by the Nancy J. Cotterman Center (“NJCC”) to provide crisis intervention services and forensic medical examinations to sexual assault survivors.

 

FCASV distributes funding from the Office of the Attorney General to certified rape crisis centers such as NJCC. The grant funds temporary contracted personnel who deliver additional on-call crisis intervention support and medical services, which allows NJCC to provide survivors with increased access to sexual assault recovery services. NJCC has received this funding annually since 2006, except for Fiscal Years 2023-2024 and 2024-2025, when FCASV did not issue awards.

 

The Contract for Fiscal Year 2025-2026 was issued by FCASV on November 6, 2025, with a retroactive effective date of October 1, 2025. The Contract (Exhibit 1) is in the form required by FCASV and has been reviewed and approved for legal sufficiency by the County Attorney’s Office. FCASV will sign last after the Commission’s approval.
