Title: MOTION TO APPROVE Contract No. 20178-25 between Broward Behavioral Health Coalition, Inc., and Broward County in the amount of $300,000 ($100,000 grant award and $200,000 Broward County grant cash match), effective July 1, 2025, through June 30, 2026, to provide recovery and support services through the Broward Youth Reentry Program to youth and young adults with mental illness, substance use disorders, or co-occurring disorders who are in or at risk of being adjudicated to the Department of Juvenile Justice residential commitment programs; authorize the Mayor and Clerk to execute same; authorize the County Administrator to execute amendments to the Contract, subject to review and approval for legal sufficiency by the County Attorney's Office, that do not impose additional financial obligations on the County beyond any additional match requirement; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Contract.

Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.

 

What Action Accomplishes

Approval of the Motion allows for the use of grant funding to provide recovery and support services to select youth and young adults through the Broward Youth Reentry Program (“BYRP”).

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding from Broward Behavioral Health Coalition, Inc. (“BBHC”) will be used to provide recovery and support services to youth and young adults with mental illness, substance use disorders or co-occurring disorders who are in or at risk of being adjudicated to the Department of Juvenile Justice (“DJJ”) residential commitment programs.

 

Retroactive approval is requested because Contract 20178-25 (Exhibit 1) was not finalized until August 21, 2025.

 

BBHC is the managing entity in Broward County for grant funding received from the Florida Department of Children and Families Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant. Contract No. 20178-25 is issued pursuant to this grant and funds BYRP services provided by the Human Services Department’s Crisis Intervention and Support Division, Office of Justice Services. BYRP is a voluntary recovery and support program that seeks to reduce recidivism among youth and young adults with mental illness, substance use disorders, or co-occurring disorders by providing intervention services to assist with successful transition and reintegration to their communities from DJJ residential commitment programs.   

 

This Contract is in the form required by BBHC and has been reviewed and approved for legal sufficiency by the County Attorney’s Office. BBHC will sign last after Commission approval.

Fiscal Impact/Cost Summary

The Contract provides $100,000 in grant funding from BBHC. Broward County Human Services Department has a grant cash match of $200,000 appropriated to satisfy the match required by the grant. The budget authority for this Contract ($300,000) was approved in the Fiscal Year 2026 Adopted Budget.
