Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
This action supports the Broward County Board of County Commissioners’ (“Board”) Value of “Building partnerships and working collaboratively with others to meet shared objectives” and the Goal of “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
Section 16.2 of the Broward County Administrative Code requires the Port Everglades Chief Executive/Port Director to provide recurring updates to the Port’s Master/Vision Plan and submit those updates to the Board for approval to ensure that the Plan accounts for changes in the operating environment, market condition, and port user needs. The Board approved the 2006 Port Everglades Master/Vision Plan (“2006 Plan”) on December 4, 2007 (Item No. 44), the first update on March 1, 2011 (Item No. 4), the second update on June 24, 2014 (Item No. 59), and the third (and most recent) update on June 18, 2020 (Item No. 70). The 2024 Port Everglades Master/Vision Plan Update (“2024 Plan”) will be the fourth update to the 2006 Plan.
The goal of the 2024 Plan is to provide a framework that maximizes efficiency, market share, and revenue through a realistic 5-year facility development program within a framework of 10- and 20-year vision plans. The 2024 Plan identifies the recommended capital projects over the 5-, 10-, and 20-year planning horizon that will enable the Port to maintain, develop, expand, and modify Port Everglades service area needs, strengthen Broward County’s economy, and enhance the region’s multi-modal transportation network while maintaining the commitment to efficient facilities, trade, cruise expansion, jobs growth, security, resiliency, and environmental stewardship.
The 2024 Plan was developed by a consultant team led by AECOM, through an agreement approved by the Board on June 13, 2023 (Item No. 29). The preparation of the 2024 Plan consisted of several elements that were divided into four phases. Phase 1 consists of Existing Conditions and Market Assessment; Phase 2 is Plan/Strategy Development, Final Plan, and Implementation; Phase 3 includes the preparation of a 3-D Animated Video; and Phase 4 includes incorporation of the 2024 Plan into the Broward County Comprehensive Plan.
Phases 1 and 2 required multiple meetings with stakeholders and tenants at Port Everglades, as well as an inventory analysis and assessment of Port facilities that included deep-water facilities, cargo, cruise, and petroleum storage infrastructure, and a review of the Port’s internal roadway network. A multi-sector analysis of the various business lines at Port Everglades was also conducted for the purposes of a market assessment. An updated market assessment and forecasts were developed for containerized cargo, non-containerized cargo, energy, and cruise operations, as well as a traffic analysis to identify potential alternatives to reduce traffic congestion and improve traffic circulation accommodating these business lines and operations in and around the Port. Port Everglades staff worked with the AECOM team to utilize these updated elements to identify potential investments, projects, policies and other actions needed to meet demand for facilities and infrastructure over the 5, 10, and 20-year planning horizons.
The AECOM team and Port staff conducted various stakeholder and tenant outreach activities throughout Phase 1 and Phase 2 to solicit feedback and identify issues of mutual interest. Over 30 meetings with stakeholders and the public have been coordinated to date, in addition to meetings with County officials and leadership. Through this outreach and engagement, data has been collected to further refine and inform potential projects and policy initiatives that could be incorporated into the 5-, 10-, and 20-year planning milestones through an affordability analysis.
AECOM has completed Phase 1 and Phase 2. Upon Board approval, AECOM will complete Phase 3, which includes the development of an animated 3-D video that highlights the overall outcome and recommendations in the 2024 Plan. The video will be available in English, Spanish, Mandarin, and Portuguese and posted on the Port’s Master/Vision Plan website.
Upon approval of the 2024 Plan, Port staff will work with AECOM to begin Phase 4, which entails incorporating the 2024 Plan into the Coastal Management Element, Deepwater Port Component of the Broward County Comprehensive Plan (#BrowardNEXT).

Fiscal Impact/Cost Summary
Capital project costs associated with the 5-year proposed projects that are in the 2024 Plan are included in the approved Port Everglades FY26-FY30 Capital Improvement Program (CIP), of which $584.5 million is allocated for Master/Vision Plan projects. The overall cost of the projects in the 2024 Plan is estimated to be approximately $3.8 billion over the next 20 years.
