Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

Motion A: The Office of Economic and Small Business Development (OESBD) did not establish County Business Enterprise goals for this project (Exhibit 2).

The purpose of the contract is to provide a fire pumper truck that will be operated and maintained by Broward Sheriff’s Office (BSO) Fire Rescue personnel at Port Everglades. The Port Everglades Department (Port) is responsible for providing equipment to BSO Fire Rescue Station No. 6, located at Port Everglades.

The Port’s utilization of BSO’s Contract No. 16C-108 is for the procurement of a Pierce Manufacturing Inc. (Pierce) brand industrial chemical fire apparatus replacement vehicle (fire pumper truck). The fire pumper truck is specifically engineered to fight fires involving fuel and other flammable liquids and is a crucial piece of equipment in overall firefighting capability at Port Everglades. The fire pumper truck will be virtually identical in functionality and capacity to the existing Pierce-brand fire pumper truck No. 206 in operation at Port Everglades since 2013, which is approaching the end of its useful life per the National Fire Protection Association 1901’s Standard for Automotive Fire Apparatus. The anticipated delivery is within 36 months from receipt of the purchase order.

BSO’s competitively advertised Request for Letters of Interest (RLI) No. 16016IC provides for the purchase of fire apparatus, accessories, and equipment for BSO. Ten-8 was one of three vendors awarded from BSO’s RLI No. 16016IC that entered into a five-year agreement, Contract No. 16C-108, executed on August 29, 2016, and which was extended to expire on August 28, 2024. By purchasing from the BSO contract, the County will benefit from lower costs available through competitive pricing based on volume discounts.

A Pierce-brand fire pumper truck was selected as the replacement vehicle based on the investment made to date in specific Pierce component and sub-component training provided to the BSO Fire Rescue Driver-Engineers (operators), specialized training and diagnostic equipment utilized by BSO Fire Rescue mechanics, and current spare parts inventory used for general maintenance of Pierce fire apparatus. Ten-8, the sole authorized Pierce dealer in the State of Florida, is the manufacturer's representative for sales, service, and warranty of Pierce products. For disclosure purposes, the parties agree that Article X of the BSO Contract (regarding liquidated damages) will be inapplicable to purchases made under the Participating Addendum (Exhibit 1).

One vendor performance evaluation was completed for Ten-8; the firm has an overall performance rating of 5.0 out of possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.

Motion B: Provides authorization for payment to Ten-8 for services previously rendered.

Motion A - B: The amount of $2,250,000 referenced in Motion A includes $102,454, as referenced in Motion B. Hence, the total amount requested herein is in the not-to-exceed amount of $2,250,000.
