Why Action is Necessary
A-D. Broward County, FL, as the grant applicant and recipient of federal financial assistance, is required by the U.S. Department of Transportation to take official action to authorize the Director of the Transportation Department and the County Attorney, or designated personnel, to execute and file necessary grant applications and all FTA-required documents for Federal assistance on the FTA’s Internet-based grant system.
E-H. Pursuant to Florida Statutes Section 129.06(2)(d), revenue requires Board action by Resolution to accept and allocate the funds.
What Action Accomplishes
Increases Federal Transit Administration (FTA) capital funding allocated to the Transit Division for Fiscal Years 2019 by a total of $131,199 and for Fiscal Year 2020 by a total of $449,829 which includes funds allocated to Ft. Lauderdale and other cities that reported NTD data that were not previously included in the County’s 2016-2019 recognized FTA sub-allocations.

Summary Explanation/Background
TRANSPORTATION DEPARTMENT AND TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS
This item supports the Board’s Vision and Goals for "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network" by providing additional capital funding to improve and enhance the transit system.
As part of the Fixing America's Surface Transportation (FAST) Act, funds from the Federal Transit Administration (FTA) 5307 Urbanized Area Formula and 5339 Bus and Bus Facilities are distributed by formula to the “Miami Urbanized Area,” (Miami UZA) consisting of Miami-Dade, Broward, and Palm Beach counties. The annual formula allocations are based on a combination of factors including: bus revenue vehicle miles, bus passenger miles, fixed guideway revenue vehicle miles, fixed guideway route miles, high-intensity bus systems using high-occupancy vehicle lanes, as well as population and population density. The four major transit agencies in the Miami UZA (BCT, Miami-Dade Transit, PalmTran and SFRTA are designated grant recipients and submit letters to the FTA agreeing upon the annual sub-allocations of grant funds (Exhibit 5).
Prior to 2016, Broward County Transit (BCT) reported all Community Shuttle partner Cities data to the National Transit Database. The City of Fort Lauderdale is the only Broward County municipality who was capable and initially expressed a desire to apply for FTA grant funds for years 2016-2019. The City has since expressed that it no longer wants to apply for these funds and agreed that Broward County Transit should apply for these grant funds.
BCT received guidance from the FTA to amend its previous 2019 and 2020 FTA suballocations to include previously unrecognized 2016-2019 funds for Fort Lauderdale and other Cities that were approved by the Board on October 22, 2019 (Item 7), and May 19,2020 (Item 7), respectively.
The FTA 5307 grant programs fund eligible costs associated with: purchasing buses, preventative maintenance, maintenance and rehabilitation of transit and passenger facilities, construction, communications, safety and security, and transit enhancements (e.g., bus stop infrastructure, computer hardware and software). The 5339 program funds replace, rehabilitate and purchase buses and related equipment, as well as construct bus-related facilities.
