Board approval is required to delegate authority to the County Administrator for select actions while the Board is not in session during the 2025 Summer Recess.

Summary Explanation/Background

THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item provides authority for the County Administrator to approve and execute certain agreements, contract amendments, work authorizations, and other necessary documents that would otherwise require Board approval or Board delegation of authority. The delegation will commence on June 11, 2025, and continue through August 20, 2025. The approval and execution of any documents by the County Administrator under this delegated authority is subject to review and approval for legal sufficiency by the County Attorney’s Office.

 

A comprehensive report will be provided to the Board by the first scheduled Board meeting in September identifying any action taken by the County Administrator under this authority that is not listed on Exhibit 1.

 

This action will allow for continuity of County business during the scheduled 2025 Summer Recess.

 

The normal process for Board notice and opportunity to object will continue for the Low Bid Reports, Final Rankings, and Committee-based Advertisements during the Summer Recess. If a protest is received or a Board member requests an item be pulled, the item will be presented for Board consideration at a regularly scheduled Board meeting.

 

Any airport items approved by the County Administrator pursuant to this delegated authority that requires specific Board approval under Section 332.0075, Florida Statutes, will be brought to the Board for ratification after the Summer Recess.
