Summary Explanation/Background

THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT (OESBD) RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s vision of “a vibrant economy with a diverse, skilled workforce, in a County offering unique advantages that attract all types of businesses to create equitable, countywide prosperity,” through the value of “ensuring economic opportunities for all people and businesses in Broward.”

Based upon years of implementing the Broward County Business Opportunity Act (“Act”), including revisions as recent as 2018, the Office of Economic and Small Business Development recommends various modifications to the Act to ensure that County Business Enterprises (“CBEs”) and Small Business Enterprises (“SBEs”) are able to compete for County contracts. Recommended modifications to the Act include, but is not limited to modifying:

•                     the applicability of CBE goals to long-term ground leases;

•                     CBE and SBE reserve requirements; and

•                     requirements for the satisfaction of CBE goals.

These modifications may come before the Board in multiple Ordinances and on different Board meeting dates.
