MOTION TO APPROVE First Amendment to Contract No. JC025-15-2026 between Areawide Council on Aging of Broward County, Inc., and Broward County, increasing the contract amount by $333,333 (which includes a County match of $33,333) for a new total of $8,776,493, effective July 1, 2025, through June 30, 2026, to increase the level of home- and community-based services for eligible seniors; authorize the County Administrator to execute amendments to the Contract, subject to legal sufficiency review and approval by the County Attorney’s Office, provided such amendments do not impose any additional financial obligations on the County beyond any additional match requirement; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Contract as amended.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE ELDERLY AND VETERANS SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE ACTION.
This action supports the Commission’s value of "building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” By acquiring these state funds and partnering with the Areawide Council on Aging of Broward County, Inc. ("Council"), the Elderly and Veterans Services Division (“EVSD”) can increase the level of home- and community-based services provided for eligible seniors, supporting them in coping with daily living demands and aging in their own homes.
Agreement No. JC025-15-2026 funds in-home, adult day care, medical supply, and emergency response system services for eligible seniors under the Florida Community Care for the Elderly (“CCE”) Program. This First Amendment increases funding to increase services directed at preventing, postponing, or reducing inappropriate or unnecessary placement in nursing homes and other institutions. The grant funding will be increased by $300,000, from $7,598,844 to $7,898,844, and Broward County’s required match will be increased by $33,333, from $844,316 to $877,649. The new total contract amount is $8,776,493. EVSD administers the funds, provides case management and support services, and maintains vendor agreements with licensed home health and other community agencies for the provision of these services. CCE funds are distributed through the Council. As such, the Council is acting on behalf of the state of Florida.
This Amendment (Exhibit 1) is in the Council’s format and was reviewed and approved as to form by the County Attorney’s Office. The Council will sign last following the Commission’s approval.

Funding for the Community Care for the Elderly Program is included in the Broward County Fiscal Year 2026 Adopted Budget. This Amendment increases state grant funding by a non-recurring amount of $300,000 to $7,898,844 and requires an additional County Cash Match of $33,333 (bringing the amount to $877,649) for a new total of $8,776,493. Additionally, copayment income is estimated to increase by $45,000.
