Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Value of “Ensuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supportive housing and zoning that helps residents build equity."
On March 7, 2024, the Board adopted Resolution 2024-086 conveying 12 County owned lots (Exhibit 3) in the BMSD to three nonprofit affordable housing developers for the purpose of constructing new single-family homes to be sold to income eligible homebuyers (Exhibit 2). The nonprofit developers seek to submit applications to the State of Florida Department of Economic Opportunity (DEO) to participate in the Community Contribution Tax Credit Program (“CCTC”) pursuant to Section 220.183, Florida Statutes, to assist with development of their individual projects. The three nonprofit affordable housing developers are: 1) Habitat for Humanity of Broward, Inc.(“Habitat”); 2) Broward County Minority Builders Coalition, Inc.; and 3) Central County Community Development Corporation. The State of Florida deadline for these applications is May 17, 2024.
Participation in the CCTC requires a resolution from the local government in which affordable housing projects are located certifying that they are consistent with local plans and regulations. The nonprofit affordable housing developers operate programs for building affordable housing throughout Broward County. The Resolution from Broward County certifies that the nonprofit developers’ affordable housing building programs are consistent with the following County plans: The Consolidated Plan for community development actions approved by the U.S. Department of Housing and Urban Development (HUD), the Broward County Comprehensive Plan, the Ten-Year Affordable Housing Master Plan, and all applicable regulations (Exhibit 1). The resolution further enables the nonprofit developers to utilize a single resolution for application to the CCTC for their projects in multiple Broward municipalities.
Adoption of the Resolution would enable the three nonprofit developers to solicit and receive contributions for their affordable housing building programs that may qualify the donor for Community Contribution Tax Credits.
