Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/FLEET SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Connected Community Goal, “Cooperatively delivering an efficient and accessible regional intermodal transportation network,” and Resilient Community Goal, “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises or assign County Business Enterprise participation goals based on the review of products requested (Exhibit 1).

On March 9, 2021 (Item No. 24), the Board approved multiple open-end contract No. TRN2122048G1 for Motor Vehicles and Equipment for a five-year contract term ending March 8, 2026, for a total contract amount of $74,595,749; utilizing Cooperative Purchasing and State Purchasing Contracts, namely the Florida Sheriffs Association (FSA), Sourcewell (formerly National Joint Powers Alliance, NJPA) Vehicle and Equipment Contracts, and the State of Florida Department of Management Services Contracts, on an as-needed basis for the purchase of motor vehicles, trucks, and heavy equipment.

On October 1, 2023, the FSA entered into the competitively procured Cooperative Purchasing Pursuit, Administrative, and Other Vehicles Contract No. FSA23-VEL31.0 with Bozard Ford Co., and Cooperative Purchasing Heavy Trucks and Buses Contract No. FSA23-VEH21.0 with Duval Ford, LLC, which contracts permit other governmental units to make purchases from these vendors on the terms of these cooperative purchase agreements.

If this item is approved, the Purchasing Director will be authorized to execute the Participating Addenda with Bozard Ford Co. and Duval Ford, LLC, subject to review for legal sufficiency by the Office of the County Attorney, to facilitate the acquisition of 16 Electric SUVs, one Short Wheelbase Low Roof Cargo Van, and five Transit Bus Service Trucks for the Fleet Services Division in the combined estimated total amount of $1,438,040.

The Purchasing Division and the Fleet Services Division have determined that the purchases through the FSA cooperative agreements will save the County time and money as the awarded vendors have been found to be responsible to the requirements of the contracts.

The existing Contract No. TRN2122048G1 for Motor Vehicles and Equipment started on March 9, 2021, and expires on March 8, 2026. Expenditures to date are $26,489,283.
