A. MOTION TO APPROVE Second Amendment to Agreement No. 22-FSAD-7537-1 between Broward County and Feeding South Florida, Inc., for food security assistance, extending the term of the agreement by adding an additional one-year option period in the amount of $60,000, effective October 1, 2025, through September 30, 2026; authorize the Mayor and Clerk to execute same; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.
B. MOTION TO APPROVE Second Amendment to Agreement No. 22-FSAD-8309-1 between Broward County and Legal Aid Service of Broward County, Inc., for legal assistance for economic stability, extending the term of the agreement by adding an additional one-year option period in the amount of $41,000, effective October 1, 2025 through September 30, 2026; authorize the Mayor and Clerk to execute same; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.
C. MOTION TO APPROVE waivers of conflict under Section 112.313(7)(a), Florida Statutes, for the following Broward County advisory board members holding an employment or contractual relationship with an entity receiving funds for the performance of services under this agenda item:

Why Action is Necessary
A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
B. Commission approval is required for agreements with external agencies.
C. A waiver of conflict arising under Section 112.313(7)(a), Florida Statutes, requires two-thirds approval by the Commission.
What Action Accomplishes
Approval of Motions A and B extends the term to existing Agreements by adding a one-year option to assist the Human Services Department (“HSD”) in providing services that address the multifaceted needs of Broward County residents in need of specific financial assistance services using a collaborative, comprehensive, and integrated approach.
Approval of Motion C waives the existence of any conflicts arising under Section 112.313(7)(a), Florida Statutes, as authorized under applicable law.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE FAMILY SUCCESS ADMINISTRATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Amendments with Feeding South Florida, Inc. (“FSF”) and Legal Aid Service of Broward County, Inc. (“LASBC”) allow for support services that focus on improving Broward County residents’ economic stability.
On September 9, 2021 (Item No. 21-1353), the Commission approved: (i) Agreement No. 22-FSAD-7537-1 with FSF for food security assistance with a funding amount of $60,000; and (ii) Agreement No. 22-FSAD-8309-1 with LASBC for legal assistance for economic stability with a funding amount of $41,000. The Agreements will end on September 30, 2025.
HSD’s Family Success Administration Division requests approval of the Second Amendments to these Agreements to extend the terms of the Agreements by adding a Fourth Option Period, effective October 1, 2025, through September 30, 2026. The scope of services and the funding amount will remain the same for each Agreement. Approval of the Amendments will maintain the continuity of services for Broward County residents during fiscal year 2026.
The Second Amendments for FSF (Exhibit 1) and LASBC (Exhibit 2) have been reviewed and approved for legal sufficiency by the County Attorney’s Office.
Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer... shall have or hold any employment or contractual relationship with any business entity... which is... doing business with an agency of which he or she is an officer or employee.” In accordance with 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion C) in accordance with Section 112.313(12), Florida Statutes. Forms 4A, Disclosure of Business Transaction, Relationship, or Interest, are attached to this report as Exhibit 3 and constitute full disclosure of any existing conflict.
