Why Action is Necessary
In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.
What Action Accomplishes
Provides for an open-end contract for temporary information technology personnel services for the Water and Wastewater Services Division and various other Broward County agencies that may have a need for these services.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE WATER AND WASTEWATER SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION
The Office of Economic and Small Business Development (OESBD) did not reserve this project for Small Business Enterprise (SBE) or assign County Business Enterprise (CBE) participation goals; however, per Broward County Ordinance Section 1.81.10, the Broward County Procurement Preference applies (Exhibit 2). In accordance with Section 1.81.10(a) (1), if a responsive, responsible bid is received from a certified SBE or CBE firm that is within 10% of the lowest responsive, responsible bid received from a non-certified SBE or CBE firm, the SBE or CBE shall be offered the opportunity to match the lowest responsive, responsible bid. If the SBE or CBE firm is responsive and responsible, and matches the lowest responsive, responsible bid, the SBE or CBE firm shall be recommended for award. The bid submitted by the certified CBE firm, Cochhbha Enterprises Inc. (Cochhbha), is within 10% of the bid submitted by the lowest bidder, Contineo Health Inc. (Contineo), a non-certified SBE or CBE firm. Therefore, pursuant to Section 1.81, Cochhbha was offered the opportunity to match Contineo’s bid prices. Cochhbha matched the lowest bid prices and is recommended for award.
The Water and Wastewater Services Division has reviewed the bid submitted by Cochhbha and concurs with the recommendation for award (Exhibit 3). Six vendor performance evaluations were completed for Cochhbha; the firm has an overall performance rating of 4.28 out of possible rating for 5.0. Copies of the vendor performance evaluations are available upon request.
The Purchasing Division reviewed the prices submitted by the recommended bidder, Cochhbha, and determined that the prices submitted are fair and reasonable in comparison with the current Broward County contract for these services. The initial bid submitted by Cochhbha was $174,320. The vendor price matching resulted in an initial one-year term reduction of $7,120, which reduced the five-year potential estimated amount from $871,600 to $836,000 (Exhibit 4).
Incumbent: 4 Best Business Corp.; Contract No. GEN2121156B1, Temporary Information Technology (IT) Personnel Services; Contract Term: September 28, 2020 through September 27, 2023; Expenditures: $459,280.
The bid was advertised on July 24, 2023 and opened on August 16, 2023; 34 bids were received with two declinations (Exhibit 1).
The Recommendation for Award was posted on the Purchasing Division website from October 13 - 20, 2023. There was no protest or appeal filed against this procurement.
CONTRACT STATEMENT
The contract consists of the County’s solicitation and the vendor’s response.
INITIAL CONTRACT PERIOD
The initial contract period begins on the date of award and terminates one year from that date.
