Why Action is Necessary

In accordance with the Broward County Procurement Code Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.

 

Pursuant to Broward County Procurement Code Section 21.27, Purchases from Other Government Contracts, the Director of Purchasing may purchase goods or services under any procurement contract held by a governmental agency or nonprofit entity, or the County may enter into its own contract with the vendor under the originating contract provided that the originating contract was competitively procured, authorizes such purchases, and the terms offered to the County do not materially deviate from the originating contract.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) goal should apply to this solicitation based on OESBD review of products and services provided through a pre-existing contract from a non- Broward County agency (Exhibit 5).

 

The Participating Addendums provide access to aftermarket repair, replacement and maintenance parts, supplies and services for gasoline, diesel compressed natural gas and other vehicles for the Broward County Transportation Department Fleet Services Division (FSD) under Sourcewell, a Minnesota service cooperative (Sourcewell), Agreement No. 100124 for the procurement of aftermarket vehicle parts and supplies. The five-year term includes an estimated budget of $7,000,000.

 

The Participating Addendums include allowances in the amount of $10,000 for time-sensitive and expedited freight charges, special order and oversized parts. Expenditures under the allowances must be approved by the Contract Administrator and will be reimbursed at the vendor’s actual cost without mark-up.

 

Sourcewell competitively solicited the Request for Proposal (RFP) No.100124, on August 13, 2024, and the RFP opened on October 1, 2024. Twenty-one responses were received and on January 21, 2025, five vendors were awarded through competitive negotiation: AutoZone Parts, Inc., Genuine Parts Company dba NAPA Auto Parts, Imperial Supplies LLC, O'Reilly Auto Enterprises, LLC, dba O’Reilly Auto Parts and PACCAR Parts (Division of PACCAR Inc.). The PACCAR agreement was canceled and awarded under a separate agreement. Performance Napa will be the local authorized/distributor for Genuine Parts Company dba NAPA Auto Parts.

 

The Participating Addendum allows the County access to pricing, specifications, and contractual terms solicited and awarded in compliance with applicable procurement standards (Exhibit 1).

 

FSD has determined that utilizing the Sourcewell agreement with all vendors provides cost-effective pricing based on a discount off the manufacturer parts, suppliers’ product categories and suppliers, and the agreement requirements meet the County’s technical specifications. The four vendors will provide a diversity of parts and supplies to support 720 different vehicle makes and models. At time of purchase, FSD will compare pricing by utilizing discounts offered by the vendors to select the vendor with the best pricing and product availability when ordering parts and supplies (Exhibit 3).

 

The term of the participating addendum begins on date of execution and terminates five years from that date.

Fiscal Impact/Cost Summary

The source of funding is Fleet Services fund in the not-to-exceed amount of $7,000,000 over a potential five-year period. The funds estimated for the current fiscal year are included in the current Fiscal Year budget.
