Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, Broward County Board of County Commissioners’ (“Board”) approval is required for threshold increases above the $500,000 award authority of the Director of Purchasing.

 

In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts for commodities or contractual services executed by or on behalf of a commercial service large hub airport in excess of $1,500,000 as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.

 

What Action Accomplishes

Increases contract threshold for the miscellaneous parts, materials, and inspections allowance to ensure continuity of Baggage Handling Systems Maintenance, Repair, and Operations Services for the Broward County Aviation Department (“BCAD”) and Port Everglades Department (“PEV”) for the remainder of the potential five-year contract through June 30, 2030.

Summary Explanation/Background

THE AVIATION DEPARTMENT AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action will increase the threshold for the miscellaneous parts, materials, and inspections allowance (“Allowance”) for the contract with Oshkosh AeroTech, LLC (“Oshkosh”), to provide Baggage Handling Systems Maintenance, Repair, and Operations Services at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”) and Port Everglades.

 

On April 22, 2025 (Item No. 64), the Board awarded Contract No. OPN2129058B1 for Baggage Handling Systems Maintenance, Repair, and Operations Services to Oshkosh, with an initial two-year estimated amount of $21,428,392, which included an estimated annual Allowance in the amount of $680,000; and authorized the Director of Purchasing to renew the contract for three one-year periods, for a five-year estimated amount of $53,570,980.

 

As a result of inventory replenishment needs for FLL, increased equipment repairs, original equipment manufacturer list pricing, and higher shipping costs due to market conditions, BCAD staff determined that a threshold increase is needed for the annual Allowance for the duration of the contract through June 30, 2030. This action will increase the threshold for the annual Allowance by $600,000 from $680,000 to $1,280,000 for each of the four remaining contract years, increasing the contract amount from $53,570,980 to $55,970,980.
