Summary Explanation/Background

THE PURCHASING DIVISION AND THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) participation goal should apply to these contracts (Exhibit 2).

In accordance with Broward County Procurement Code Section 21.27, Purchases from Other Government Contracts, the Director of Purchasing may purchase goods or services under any procurement contract (the “originating contract”) held by a governmental agency or nonprofit entity, or the County may enter into its own contract with the vendor under the originating contract based on conditions listed in 21.27. The Purchasing Division and the Office of Regional Communications and Technology determined that the utilization of the Texas Department of Information Resources will allow the County to benefit from economical pricing and continuity of these critical services (Exhibit 1, 6).

The Texas Department of Information Resources competitively solicited Request for Offer (RFO) No. DIR-CPO-TMP-572, Telecommunications and Technology Interpreter Services, Products and Related Services. The RFO was posted May 9, 2023, and publicly opened June 6, 2023, with nine responses received. Eight contracts were awarded, including CyraCom International, Inc. (CyraCom) and Language Line Services, Inc. (Language Line).

Language Line was awarded Contract No. DIR-CPO-5221; it is in effect from August 16, 2023, through August 28, 2025, with one optional two-year renewal and one optional one-year renewal (Exhibit 3). CyraCom was awarded Contract No. DIR-CPO-5229; it is in effect from August 18, 2023, through August 28, 2025, with one optional two-year renewal and one optional one-year renewal (Exhibit 4).

The Office of Regional Communications and Technology (ORCAT) reviewed all eight awarded vendors and determined that only two vendors, CyraCom International, Inc. and Language Line Services, Inc., had the necessary E-911 interpretation experience to provide these critical services to the County.

Language Line Services, Inc. has agreed to enter into a participating addendum and will serve as the Primary Vendor for the Office of Regional Communications and Technology (Exhibit 5). CyraCom International, Inc. did not agree to enter into a participating addendum with the County; however, CyraCom International, Inc. will be utilized as a Secondary Vendor.

Two vendors are recommended for award to ensure vendor availability (with capacity) to provide this critical, timely service. The recommended award amounts for each vendor ($900,000) is the total expected expenditures for ORCAT over the term (including renewals). Awarding the same amount to each vendor provides ORCAT contract threshold, to order from either vendor, at any time.

Incumbent: Language Line Services, Inc, via the State of Florida Contract No. 90121702-20-ACS (GEN2126938G1), Contract Term: July 26, 2023; the State of Florida extended to May 3, 2025. Expenditures to date: $305,847.

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount.

The initial contract period begins on date of award.
