MOTION TO AUTHORIZE County Administrator to execute a Florida Commission for the Transportation Disadvantaged (FCTD) Trip & Equipment Grant Application for State of Florida Fiscal Year 2026 (Grant Application), in the total grant amount of $5,965,207, providing state funding to the County in the amount of $5,368,687 and requiring County matching funds of $596,520 (Local Match); authorizing the County Administrator to provide the FCTD any additional information associated with the Grant Application; approving an appropriation of the Local Match in the Grant application if the grant is awarded to the County; authorizing the County Administrator to execute a grant agreement if the Grant Application is approved, subject to review and approval for legal sufficiency by the Office of the County Attorney; and authorizing the County Administrator to take all necessary administrative and budgetary actions to administer the grant, if awarded.

Why Action is Necessary
The FCTD requires Board approval prior to any award of grant funds. Pursuant to Chapter 427, Florida Statutes, Broward County, as the designated Community Transportation Coordinator (CTC) for the Broward County service area, is required to provide “non-sponsored” transportation disadvantaged services to eligible individuals. “Transportation disadvantaged” is defined as those persons who because of physical or mental disability, income status, or age are unable to transport themselves or to purchase transportation.
What Action Accomplishes
Secures continued state funding for transportation disadvantaged trips, pursuant to Chapter 427, Florida Statutes, provided by the County’s paratransit service.

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s Value of "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network".
The Florida Commission for the Transportation Disadvantaged (FCTD) was created by the 1989 Florida Legislature to coordinate federal, state and locally funded transportation disadvantaged services. “Transportation disadvantaged” means those persons who because of physical or mental disability, income status, or age are unable to transport themselves or to purchase transportation and are, therefore, dependent upon others to obtain access to health care, employment, education, shopping, social activities, or other life-sustaining activities, or children who are handicapped or high-risk or at-risk as defined in Florida Statutes. The Transportation Disadvantaged Trust Fund (TDTF) provides a dedicated funding source for the operational and planning expenses of the FCTD in carrying out its legislative responsibilities, and to provide transportation opportunities for non-sponsored transportation disadvantaged citizens.
Pursuant to Chapter 427, Florida Statutes, the Board of County Commissioners (Board) was originally designated the Community Transportation Coordinator (CTC) for the Broward County service area in August 1990. Broward County, in its role as the CTC, serves the needs of transportation disadvantaged persons through the Transportation Department’s Paratransit Division.
The program runs on the State Fiscal Year 2025-2026 (July 1, 2025 to June 30, 2026) and funding for the provision of non-sponsored transportation disadvantaged services is $5,368,687, which requires a total County match of $596,520.
