Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HOUSING AND URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board’s Goal of Economic Opportunity, “ensuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supportive housing and zoning that helps residents build equity.”
On August 20, 2025 (Agenda Item No. 27), the Board adopted a budget Resolution allocating State Housing Initiatives Partnership (“SHIP”) Program funding, including funding for the Multifamily Rental New Construction strategy. The SHIP Program funds are being used to provide the local government contribution (“LGC”) required for applicants competitive funding through the Florida Housing Finance Corporation (“FHFC”) multifamily housing funding cycle. This contribution enhances project competitiveness by supporting scoring criteria under the FHFC’s application process.
Of these SHIP Program funds, The View at Central City Developer, LLC (“The View at Central City”), and Pinnacle at Cypress, LLLP (“Pinnacle at Cypress”), have each requested an allocation of $115,000 to satisfy the minimum LGC requirement for their respective applications for FHFC funding.
Both properties will include two units designated as SHIP-assisted units. Pinnacle at Cypress will consist of 100 one-bedroom units restricted to elderly residents with household incomes not to exceed 60% of area median income (“AMI”). The View at Central City consists of 100 units ranging from one-to-three-bedroom units serving households with incomes between 30% and 80% AMI. Location maps for The View at Central City and Pinnacle at Cypress are included in Exhibits 2 and 4, respectively.
This item approves agreements with The View at Central City and Pinnacle at Cypress, respectively (collectively, the “Agreements”) as to form, subject to approval as to legal sufficiency by the County Attorney’s Office. The initial term of the Agreements will be retroactive to July 1, 2025, the start of the SHIP Fiscal Year funding cycle, through June 30, 2028. Funding will be disbursed upon satisfaction of the criteria set forth in the Agreements and may be recaptured by the County under the circumstances outlined therein, including, but not limited to, failure to comply with affordability requirements.
The budget and timeline for the Agreements, are still being finalized and may be adjusted as financing and closing details are finalized.
