Board approval is required for contract amendments exceeding $500,000.

 

What Action Accomplishes

Amends agreement with ISR for CAD/AVL system for BCT’s Bus Fleet to provide additional funding for six one-year options of Maintenance and Support of the system’s software, hardware and equipment until a new solicitation process for a replacement is completed and a new system is in place.

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL.

 

This item supports the Board's Value of "Cooperatively delivering an efficient and accessible regional intermodal transportation network.”

 

On January 28, 2014, Item 21, the Board approved an agreement with ISR for Computer-Aided Dispatch/Automatic Vehicle Locator (CAD/AVL) System Replacement with Single Sign-on and Real-Time Information, RFP No. V1071706P1, for a potential contract amount of $12,559,811. This complex technology project replaced and upgraded the existing outdated Computer-Aided Dispatch (CAD)/Automatic Vehicle Locator (AVL) system on BCT buses. It included a new single sign-on feature for the on-board bus technology subsystems including CAD/AVL, farebox, head signs and automatic vehicle announcements; an onboard vehicle component monitoring system that interfaces with BCT's asset and maintenance management systems; a new Passenger Information System, wayside passenger advisory signs, websites, text messaging and mobile phone applications; and integration and interface between the new system components and existing BCT systems. 

 

On June 23, 2015, Item 79, the Board approved the First Amendment, to substitute certain hardware, revise and clarify certain provisions, and to expand the scope of optional services in the Agreement to implement approved changes necessary for the successful completion of the project.

 

On December 10, 2019, Item 51, the Board approved the Second Amendment to increase the Agreement amount to a total of $13,813,459.95 to accommodate fixed-route bus fleet expansion, to substitute certain hardware to keep up with technology advancements, to modify the scope of optional services, and to adjust the duration of support and maintenance.

 

On August 13, 2020, the Purchasing Director approved the Third Amendment to clarify the line items against which certain payments could be charged and that any increase in support and maintenance for additional buses could be exercised at the stated contract rate by issuance of a purchase order.

 

On April 18, 2024, the Purchasing Director approved the Fourth Amendment to transfer responsibility for data server infrastructure from ISR to the County, reallocate budgets within the Agreement; and update the Agreement for the County’s current Enterprise Technology Services security requirements.

 

The Agreement’s maximum not-to-exceed amount originally funded a maximum fleet size of 328 buses and support and maintenance only during the initial term. This Fifth Amendment increases the Agreement amount by $5,000,000, resulting in a new maximum not-to-exceed amount of $18,813,460, to provide funding to: (a) increase the fleet size served by the CAD/AVL system; and (b) exercise the Extension Options, allowing sufficient time to complete a new solicitation.

The source of funding for this project is the Transit Grant Capital budgets in the additional not-to-exceed amount of $5,000,000. The funds estimated for the current Fiscal Year are included in the current Fiscal Year budget.
