Why Action is Necessary

Board approval is required to authorize the Transportation Department Director to enter into interlocal agreements.

 

What Action Accomplishes

A. Approves a MOU between the four South Florida Transit Agencies to develop a regional transit application for trip planning and fare collection.

 

B. Authorizes the Transportation Director to enter into a transit specific API License and Service Agreement for the SFRTA Regional Application with Genfare, LLC, which provides a software interface between the application and Broward County Transit’s back-office fare collection system.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board’s Connected Community Goal of “Cooperatively delivering an efficient and accessible regional intermodal transportation network” by providing a one-stop digital customer experience for transit trip planning and fare collection services within the tri-county area.  This represents the first successful collaborative effort between the four transit agencies to provide seamless regional access to public transit.

 

The Memorandum of Understanding (MOU) between Broward County (Broward County Transit i.e. BCT), Miami Dade County (Miami-Dade Transit), Palm Beach County (PalmTran) and the South Florida Regional Transportation Authority (TriRail), sets forth the terms for the development of a regional mobile application for transit fare interoperability among the four transit agencies in Southeast Florida (Exhibit 1).  When developed, this regional transit mobile app will provide regional trip-planning and ticketing for transit users traveling within the tri-county area on any of the four transit systems.

 

The Application Programming Interface (API) License and Services Agreement for the SFRTA Regional Application between Genfare, LLC and Broward County will allow for a software interface to be developed between Broward County Transit’s (BCT) computer systems and software for transit data and fares, BCT’s Genfare Fareboxes and systems and SFRTA’s computer system, SFRTA Software, and Genfare Products to facilitate BCT’s participation in the transit regional application (app).

 

As background, this regional transit fare interoperability project is the first step to allowing easy access and transfer between the four public transit agencies. Although this has been in the works for many years, this is the first time the technology has been available to allow for these four agencies to collaborate on single platform. Since more consumers use apps today for everyday transactions than ever before, this app will open public transit to more riders.
