Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” FDLE funding allows Broward County to meet designated community needs for the FDLE award period of October 1, 2024, through March 31, 2026.
Under the Edward Byrne Memorial Justice Assistance Grant Countywide (“JAG-C”) Program, the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance provides funding to reduce and prevent crime in Broward County. FDLE distributes state-allocated JAG-C program funds through a designated, formula-based, non-competitive application process. On June 24, 2024, FDLE posted a notice of the annual JAG-C program funding on its website for its award period from October 1, 2024, through September 30, 2025.
On September 16, 2024, Broward County submitted three grant applications to FDLE requesting funds for (i) Juvenile Assessment Center (“JAC”) facility upgrades; (ii) Housing Options, Solutions, and Supports Division (“HOSS-D”) computer equipment and accessories; and (iii) oversight and administration of FDLE-funded programs for the FDLE award period. On April 16, 2025, Broward County received awards for two of the three applications.
On June 10, 2025 (Item No. 9), the Commission approved Grant Agreement 6N266 for HOSS-D to purchase durable laptop computers and accessories and Grant Agreement 6N239 for the oversight and administration of FDLE-funded programs.
Subsequently, FDLE awarded Grant Agreement 6N210 (Exhibit 1) to Broward County to provide facility upgrades to the JAC in the amount of $277,085 with an extended award period of October 1, 2024 through March 31, 2026. These grant funds will be used to purchase body/orifice scanners, fingerprinting equipment, computers, new refrigerators, storage cabinets, brochure racks, televisions for the lobby and security areas, and chairs for officers and clients at the JAC. To help reduce recidivism, these grant funds will also be used for the creation and production of an informational video about how to navigate the juvenile justice system in Broward County, as well as current services and programs available for youth, their families, and the community. FDLE provided a final version of this Grant Agreement on July 24, 2025.
Retroactive approval is requested due to the delay in the final issuance of the grant award by the funder.
Grant Agreement 6N210 has been reviewed and approved for legal sufficiency by the County Attorney’s Office. Grant Agreement 6N210 is in FDLE’s format, so FDLE will sign last.
