Why Action is Necessary

In compliance with the Federal Transit Administration (FTA) and County Policy a Title VI Service Equity Analysis is required prior to permanent fixed-route changes establishing a new transit route. Although Sunday service is not new to Hillsboro Boulevard, due to the length of the service elimination FTA guidance is to consider the re-implementation as a major service change for oversight purposes.

Approves BCT’s Title VI service equity analysis, prepared in accordance with FTA regulations, for proposed major changes to BCT’s fixed-route bus service.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL

 

This item supports the Board’s Connected Community and Accountable Government Goals.

 

Title VI of the Civil Rights Act of 1964, as amended, is a federal statute which provides that no person shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance. As a recipient of Federal FTA grant funding, the Transportation Department (BCT) is required to follow the Title VI Circular 4702.1B, "Title VI Requirements and Guidelines for Federal Transit Administration Recipients," dated October 1, 2012, and prepare a service equity analysis when planning a major service or fare change. This report must be approved by the Transit agency's governing Board.

 

BCT Major Service changes are defined as changes that exceed any of the following thresholds:

Route 48 currently operates Monday through Saturday along Hillsboro Boulevard between US-441 and A1A in Deerfield Beach. Sunday service was previously removed on the route due to budgetary reasons in 2010. Recent market analysis and customer requests have prompted BCT to propose re-implementing the Sunday service operating between the hours of 6:00 AM to 10:00 PM with an average frequency of 35 minutes. The additional service will connect customers in the northern portion of Broward County with access to employment centers, shopping, medical services and connections to mass transit.

 

Using methodologies consistent with FTA Circular 4702.1B, “Title VI Requirements and Guidelines for Federal Transit Administration Recipients,” the results of Title VI Service Equity Analyses indicate that there are disparate impacts as the minority population on the Route 48 is lower than the system wide average by 22% which exceeds BCT’s threshold of 15%. Despite the statistical findings, the proposed change results in a net benefit to all riders in an underserved corridor with high concentrations of low-income and Limited English Proficiency (LEP) persons.

 

The proposed change does not impose a disproportionate burden on low-income individuals.

 

In compliance with federal and county regulations, policies and procedures, a public hearing is scheduled today, September 16, 2025, to allow the public to comment on the proposed re-implementation of the Route 48 Sunday service.
