Summary Explanation/Background

The Broward County Parks and Recreation Division (“Division”) recommends modifying the eligibility criteria for grants under the Broward Boating Improvement Program (“BBIP”) to allow projects that were previously funded by a BBIP grant or a Florida Boating Improvement Program grant more than 25 years ago to be eligible for future BBIP grants, as more fully described below.

Over the last 40 years, these two grant programs have funded multiple water access projects to allow recreational boaters increased access to the Intracoastal Waterway and the Atlantic Ocean. The BBIP requires that grantees ensure the satisfactory operation and maintenance of sites and facilities funded under the BBIP for at least 25 years after project completion. Currently, any project that received funding from the BBIP or the Florida Boating Improvement Program, no matter how long ago, is generally ineligible for future BBIP grants.

Many previously funded BBIP projects were completed more than 25 years ago and now need renovations due to their age and/or changes in recreational vessel size. The proposed Resolution would make projects that received funding from the Florida Boating Improvement Program or the BBIP more than 25 years ago eligible to apply for future BBIP grants for maintenance or renovation, thereby helping maintain access to the water for the County’s recreational boating community.
