Summary Explanation/Background

At its November 10, 2020, meeting (Item No. 91), the Board approved the revised Comprehensive Emergency Management Plan ("CEMP").  In connection with that item, the Office of the County Attorney issued a memorandum advising that certain code provisions would need to be amended to conform them to substantive revisions to the CEMP.  At its December 1, 2020, meeting, the Board directed these amendments be prepared for Board consideration.

The primary changes address new provisions in the CEMP that, with limited exception, require the County Administrator to seek direction or guidance from the Board prior to taking certain action, and enable the County Administrator to obtain that direction or guidance by calling special meetings of the Board during states of emergency.
