Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000.
In accordance with Section 332.0075(3)(b), Florida Statutes, a governing body must approve, award, or ratify all contracts executed by or on behalf of a commercial service airport in excess of $1,500,000 as a separate line item on the agenda and must provide a reasonable opportunity for public comment. Such contracts may not be approved, awarded, or ratified as part of a consent agenda.

Ratifies the contract for the purchase of one new, Rosenbauer Panther 6x6 Aircraft Rescue Fire Fighting (ARFF) vehicle equipped with High Reach Extendable Turret (HRET) for Broward County’s Fort Lauderdale-Hollywood International Airport (FLL).

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
On June 9, 2026 (Item No. 16), the Board authorized the County Administrator to approve and execute agreements, contract amendments, work authorizations, and other documents during the Board’s 2026 Summer Recess (June 10 through August 19, 2026).
On February 12, 2026, the Aviation Department requested a single source designation for Rosenbauer Minnesota, LLC for ARFF vehicles at FLL. The Purchasing Division posted a Request for Information/Notice of Intent to Designate Sole Source from March 31 to April 21, 2026, and received no responses. On May 7, 2026, the Director of Purchasing approved the single source designation and issued a Notice of Intended Decision; no protest was received.
A Request for Quote was issued to Rosenbauer Minnesota, LLC. The Aviation Department reviewed the quote and concurred with the Purchasing Division's recommendation for award.
Pursuant to the June 9, 2026, delegation, on August 19, 2026, the County Administrator approved the award of a fixed contract between Broward County and Rosenbauer Minnesota, LLC for the purchase of one Rosenbauer Panther 6x6 ARFF vehicle with HRET for use at FLL (Exhibit 1).
