MOTION TO ADOPT Resolution directing the County Administrator to publish Notice of Public Hearing to be held on September 10, 2026, at 10:00 a.m., in Room 422 of Governmental Center East to consider adoption of a proposed Resolution Amending the Broward County Administrative Code, the title of which is as follows:
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO POLICIES RELATING TO PROCLAMATIONS; REPEALING AND REPLACING SECTION 18.47 OF THE BROWARD COUNTY ADMINISTRATIVE CODE (“ADMINISTRATIVE CODE”); AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
The Broward County Charter requires the posting of notice and a public hearing for adoption of amendments to the Broward County Administrative Code.

Enables the setting of a public hearing during which the Board of County Commissioners (“Commission”) may consider adopting the proposed Resolution Amending the Broward County Administrative Code (“Administrative Code”).

Summary Explanation/Background
At the May 26, 2026, Commission meeting, the Commission directed that the procedures for issuing proclamations be updated. The proposed Resolution, if adopted, would make the following material changes:
1) Limit proclamations to be presented during Commission meetings to three per Commission meeting, one per Commissioner per Commission meeting, and six per Commission District each calendar year;
2) Authorize the Mayor to add one additional proclamation at a Commission meeting in exigent circumstances; and
3) Limit recipient comments to two speakers of three minutes each.
