Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE CONSUMER PROTECTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
Approval of this motion directs the Office of the County Attorney to draft an Ordinance amending Chapter 20, Article VII, Division 3, Licensing and Certification of Motor Vehicle Body Repair and Motor Vehicle Painting Shops and Technicians, and Division 4, Licensing and Certification of Motor Vehicle Repair Shops and Technicians, modifying licensing and certification requirements.
These amendments will require resolution of outstanding fines, penalties, or other enforcement actions prior to licensure or license renewal. Additionally, programs certifying technicians other than AATI (American Advanced Technicians Institute) or ASE (National Institute for Automotive Service Excellence), may be approved by the Division. The proposed amendments aim to align the Broward County Code of Ordinances with current industry standards and operational requirements associated with Motor Vehicle Body Repair and Paint, Motor Vehicle Repair, and Technicians.
Background
Currently, AATI and ASE certifications do not exist for motorcycle body repair and paint and motorcycle repair technicians, allowing only for a Trainee Permit as the only alternative. However, several major manufacturers of motorcycles do offer industry standard technician training and certification programs. Modification of the training certification requirements will allow the Division to approve motorcycle technicians for certification on an individual case-by-case basis, depending upon verified proof of training certification.
