Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.14.c.6, Board approval is required to extend the Agreement an additional five years.
What Action Accomplishes
Extends the term of support and maintenance of the regional law records management system. The Regional Law Enforcement Records Management System is used by participating law enforcement agencies across Broward County to write reports, issue citations, and share criminal information across jurisdictional boundaries. The system also allows road patrol officers to perform queries against the Florida Crime Information Center (FCIC) and the National Crime Information Center (NCIC).

Summary Explanation/Background
THE REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS DIVISION REQUEST APPROVAL OF THE ABOVE MOTION.
The Regional Law Enforcement Records Management System is an essential regional public safety system used by participating County law enforcement agencies. The system enables road patrol officers to perform queries against the Florida Crime Information Center (FCIC) and the National Crime Information Center (NCIC), to write reports, to issue citations, and to share criminal information across jurisdictional boundaries. Ongoing support and maintenance of the Regional Law Enforcement Records Management System is necessary in support of the mission of participating public safety law enforcement agencies.
On August 31, 2009, Sheriff of Broward County and SunGard Public Sector entered into an agreement for Licensing of Application Software Products and provision of related services and software maintenance.
On September 27, 2012 (Agenda Item Nos. 60 and 61), the Board delegated the authority to execute the second amendment to the July 1, 2003 Interlocal Agreement, and directed the County Administrator to reflect changes to the Fiscal Year 2013 proposed budget to reflect the return of the Office of Communications Technology as a County agency. On the same evening, the Board approved the Fiscal Year 2013 County Budget, which placed the appropriation for expenses related to the Regional Communications Systems from the Broward Sheriff’s Office to an agency under County government, Office of Communications Technology.
On February 26, 2013, the infrastructure responsibilities of the Regional Communications System were transferred from BSO to the County under the County’s Office of Regional Communications and Technology.
On June 20, 2013, a partial assignment, delegation and release agreement between Sheriff of Broward County, Broward County, and SunGard Public Sector was entered. This assignment assigned portions of the original 2009 BSO agreement to Broward County. The agreement provided for annual support services with renewal options for services through September 30, 2020. The agreement is currently set to expire September 30, 2020.
This First Amendment (Exhibit 1) extends the agreement between SunGard and Broward County for five additional years and clarifies certain other terms and conditions. A complete list of disclosures is included as Exhibit 2.
