Why Action is Necessary

In accordance with Broward County Procurement Code Section 21.53, Duration of Contracts, a County contract shall not exceed five years in duration without the express approval of the Board, and Section 21.47(a), Award and Execution Authority, except as otherwise provided in this Code, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

 

What Action Accomplishes

Provides for a contract extension and additional funding for the continuation of software support for the County's existing Laboratory Information Management System, for the Office of Medical Examiner and Trauma Services, the Water and Wastewater Services, and the Resilient Environment Department (formerly Environmental Protection and Growth Management Department).

Summary Explanation/Background

THE PURCHASING DIVISION AND THE OFFICE OF MEDICAL EXAMINER AND TRAUMA SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This agreement includes the software license for the LabLynx Information Management System (LIMS) ELab6, Oracle edition software, as well as all required installations, integration, programming, configuration, customization and enhancements of the software, and any needed consulting, training and project management services.

 

On April 4, 2017 (Item No. 16), the Board approved the Agreement between Broward County and LabLynx, Inc., for LabLynx Information Management System (LIMS) software, including upgrade services, support and maintenance services and optional services, in the total not-to-exceed amount of $969,000, for an initial three-year term, and five one-year renewal options.

 

On December 13, 2019, Amendment No. 1 was approved by the Director of Purchasing, which increased the total not-to-exceed amount to $1,090,000; transitioned to a Provider-hosted LIMS for EPGMD; and added a Service Level Agreement for the associated hosting services.

 

The purpose of the Second Amendment to the Agreement is to authorize up to five additional one-year optional renewal terms; to increase the applicable not-to-exceed amounts; and to provide additional funding for a future transition to a Provider-hosted LIMS for the Office of Medical Examiner and Trauma Services, if elected by the County (Exhibit 1).
