Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.47 (a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of associated contracts, with a value of more than $500,000, inclusive of any renewals or extensions provided for in the contract.

 

In accordance with Broward County Procurement Code Section 21.27, Purchases from Other Government Contracts, the Director of Purchasing may purchase goods or services under any procurement contract held by a governmental agency or nonprofit entity, or the County may enter into its own contract with the vendor supplying goods or services under the originating contract if (a) the Director of Purchasing determines the originating contract was competitively procured in accordance with generally accepted standards of public procurement; (b) the originating contract (as applicable) allows the County to purchase therefrom; and (c) the terms and conditions offered to the County by the vendor do not materially deviate from the terms and conditions of the originating contract.

 

What Action Accomplishes

Provides award of a fixed contract for the purchase of a 2026 International MV607 Conventional Chassis ALS rescue truck for use by Broward Sheriff’s Office Fire Rescue personnel at Broward County Everglades.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND THE APPROVAL OF THE ABOVE MOTIONS.

 

The Office of Economic and Small Business Development (OESBD) did not establish County Business Enterprise goals for this project (Exhibit 2).

 

The purpose of the contract is to provide an ALS rescue truck, that will be operated and maintained by Broward Sheriff’s Office (BSO) Fire Rescue personnel at Port Everglades. The Port Everglades Department (Port) is responsible for providing equipment to BSO Fire Rescue Station No. 6 located at Port Everglades.

 

The Port’s utilization of BSO’s Contract No.18C-026 for the procurement of a 2026 International MV607 Conventional Chassis, ALS rescue truck, with a Horton Type 1, Model 623, 173-inch module-patient compartment. The Port contracts with Broward Sheriff’s Office Department of Fire Rescue (BSO Fire) to provide fire emergency medical services responses to Port Everglades and is responsible for providing all fire equipment for Fire Station No. 6. BSO has advised Port staff that the current 2015 International Durastar 4300LP Type 1 ALS rescue truck is approaching the end of its useful life per BSO Fire Rescue Standards. The standard recommends that ALS Rescues be decommissioned after seven years of service, of which years five through seven for it to be used as backup/spare. The anticipated delivery is approximately 30-32 months from receipt of the purchase order.

 

BSO competitively solicitated Request for Letter of Interest (RLI) 18007IC for ALS Transport Units, Accessories and Equipment. The RLI posted on December 29, 2017, and publicly opened on February 1, 2018, to which two contracts were awarded to two vendors: ETR, LLC and Ten-8 Fire & Safety, LLC.  BSO Fire has standardized Horton ALS Rescue trucks and recommended the Port purchase a new Horton ALS Rescue, through its agreement with ETR, LLC, as a replacement vehicle.

The source of funding for this fixed contract is in the Port Everglades Department Capital Fund in the amount of $649,468 for ALS Transportation Units, Accessories and Equipment. The funds for this fixed contract are included in the current modified fiscal year budget.
