On June 2, 2020, the Board approved Resolution 2020-311 transmitting the proposed amendment to the Florida Department of Economic Opportunity and other state agencies for review (Item No. 47). On August 25, 2020, the Board adopted a Resolution directing the County Administrator to publish Notice of Public Hearing to be held on September 10, 2020.
Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT (EPGMD), THE LOCAL PLANNING AGENCY (LPA), AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
Chapter 163, Part II, Florida Statutes requires that the Comprehensive Plan contain a Capital Improvements Element (CIE) which must include a schedule of capital improvements showing publicly funded projects. The schedule identifies federal, state, and local projects necessary to achieve adopted level-of-service standards. The schedule also includes transportation improvements from the Broward Metropolitan Planning Organization’s transportation improvement program. The schedule must be adopted annually each year into the CIE after the new budget is adopted by the local government.
The proposed amendment revises CIE Objective CI1, Policy CI1.11, and Policy CI1.14 to incorporate funds generated by Broward County’s Transportation Surtax into the CIE. References to specific tables are being deleted in order to avoid amending the Capital Improvements Element whenever a new type of capital funding table is added.
On March 23, 2020, the EPGMD LPA recommended that Board find the proposed Amendment 20-T2 consistent with the Broward County Comprehensive Plan and transmit the amendment to the designated state review agencies. On June 2, 2020, the Board of County Commissioners adopted Resolution 2020-311, that transmitted the proposed amendment to the Capital Improvements Element and annual update of the Five-year Schedule of Capital Improvements to the Florida Department of Economic Opportunity and other required state agencies for review. No comments were received from the state review agencies.
