Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND NATURAL RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the County’s value of “Collaborates: Building partnerships and working collaboratively with others to meet shared objectives” and goal of “Resilient Community: Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
The Air Quality Program is a federal and state approved local air quality program responsible for protecting and improving air quality in Broward County, in accordance with state and federal regulations. The Natural Resources Division implements a federal and state approved local air pollution control program responsible for protecting and improving air quality in Broward County. This grant helps pay for an upgrade of the Broward County Ambient Air Monitoring Network by providing funds for a replacement of an aging Air Monitoring shelter at Vista View Park with a new shelter to be located at the Sunset Lakes Community Center at 2801 SW 186 Avenue in Miramar, Florida (Exhibit 1).
Motion A accepts the U.S. EPA 103 5Q-03D15124-0 grant over the budget period of June 1, 2024, through May 31, 2029. The grant was received from the U.S. EPA on October 2, 2024 (Exhibit 1).
Motion B adopts a budget Resolution for the award under this agreement in the amount of $325,000 (Exhibit 2).
The County Air Program has been supported by the U.S. EPA Section grants for over thirty years. The program includes implementation of the 1990 Clean Air Act Amendments, ambient air monitoring, permitting and compliance verification, asbestos inspections, air quality analysis and planning and public outreach.
Because the County is a recipient of funds from a federal agency under this agreement, the County’s standard terms are not included. Moreover, the agreement imposes an annual Federal Financial Report and an annual Performance Report requirement on the County, in addition to requiring compliance with the Build America, Buy America program. However, this agreement has been provided legal review and has been approved as to form by the Office of the County Attorney.
This Grant Agreement was approved as to form by the Office of Management and Budget Grant Section.
