MOTION TO ADOPT Resolution 2020-075 directing the County Administrator to publish Notice of Public Hearing to be held on Tuesday, March 10, 2020, at 10:00 a.m., in Room 422 of the Governmental Center to consider adoption of a proposed Resolution Amending the Broward County Administrative Code, the title of which is as follows:
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE NORTH PERRY AIRPORT COMMUNITY ADVISORY COMMITTEE; AMENDING SECTION 12.36 OF THE BROWARD COUNTY ADMINISTRATIVE CODE (“ADMINISTRATIVE CODE”); AMENDING A CATEGORY OF MEMBERSHIP AND CREATING AN EXCEPTION FOR THE RESIDENCY REQUIREMENT FOR MEMBERS OF SPECIFIED CATEGORIES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

The Broward County Charter requires the posting of notice and a public hearing for adoption of amendments to the Broward County Administrative Code.

Summary Explanation/Background
By action of the Board of County Commissioners on December 10, 2019, the North Perry Airport Community Advisory Committee (“Committee”) was created to advise the Broward County Aviation Department about community interests and issues concerning the North Perry Airport (“Airport”).
Section 12.36(a)(6) of the Broward County Administrative Code (“Administrative Code”) requires a member from the Airport Tenant Advisory Committee for the Committee. The Airport Manager is requesting an amendment because the member should be from the North Perry Airport Community Association. The North Perry Airport Community Association better represents this category as its members include all users of the Airport and not just tenants.
Section 12.36 of the Administrative Code currently requires that all members serving on the Committee be residents of Broward County. The Airport Manager is requesting an amendment because qualified individuals meeting the categories listed in Sections 12.36(a)(4)-(9) of the Administrative Code may not reside in Broward County, but might have significant knowledge and expertise regarding the issues concerning the Airport.
The proposed amendment, if adopted, would amend Section 12.36(a)(6) to require a member from the North Perry Airport Community Association and exempt the members for the categories listed in Sections 12.36(a)(4)-(9) of the Administrative Code from the Broward County residency requirement.
