Summary Explanation/Background
In 2022, Broward County established the Local Provider Participation Fund Ordinance to authorize the imposition of a non-ad valorem special assessment against qualifying private hospital properties to fund the nonfederal share of Medicaid supplemental payment programs. In 2024, the Board amended the Ordinance to expand the program to include the Low Income Pool (“LIP”) Program.
Representatives of participating hospitals have requested additional amendments to address recent developments in Florida’s Hospital Special Assessment program. Specifically, the proposed amendments would update the assessment structure to address potential hospital exemptions associated with CMS waiver requests and would expand the authorized use of assessment proceeds for additional Medicaid Supplemental Payment programs, including managed care quality incentive programs authorized by CMS.
This item directs the County Attorney’s Office to prepare a proposed Ordinance incorporating these concepts for future Board consideration.
