Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.43 Board approval is required to extend the Agreement beyond five years.

 

What Action Accomplishes

Amends the existing agreement with Mission Critical Partners, Inc., which provides for consultant services for Broward County’s Public Safety Radio Communications Network, and for the regional consolidated public safety communications systems. The amendment extends the term of the agreement for up to five additional one-year extension terms and increases the Optional Services not-to-exceed amount by $150,000.

Summary Explanation/Background

THE OFFICE OF REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

BACKGROUND

 

On May 15, 2015, based on the competitive solicitation RFP No. R1228606P1, the agreement between Broward County and Mission Critical Partners, LLC (MCP) for consultant services for the public safety radio communications network was approved by the Broward County Board of County Commissioners.

 

On January 9, 2018, the Board authorized the Director of Purchasing to negotiate and execute a First Amendment to the MCP Agreement; the First Amendment, executed on August 1, 2018 expanded the scope of Optional Services to include additional consultative and professional services in support of improvements to the regional consolidated public safety communications systems and increased the not-to-exceed amount for Hourly Optional Services by $215,000.

 

On May 5, 2020, the Board approved a Second Amendment to the MCP Agreement which extended the duration of the contract, included 5 one-year renewal terms, increased the Pass-Through - All Third-Party Services not-to-exceed amount by $400,000, increased the Optional Services without a statement of work not-to-exceed amount by $85,000, and increased the Optional Services not-to-exceed amount by $500,000.

 

On April 5, 2022, the Board approved a Third Amendment to include project management and engineering services associated with the County's deployment of the 16th radio site located in West Lake Park, to increase the not-to-exceed amounts for Optional Services by $400,000, for Frequency Coordination Services by $200,000, and for Reimbursables by $50,000.

 

On June 13, 2023, the Board authorized the Director of Purchasing to negotiate and execute a Fourth Amendment to the MCP Agreement; the Fourth Amendment, executed on July 19, 2023, increased the not-to-exceed amount for Optional Services by $800,000. The increased amount for Optional Services allowed for the provision of consultative services in the development of the Next Generation Core Services Statement of Work and facilitate the Next Generation 911 implementation for Broward County.

 

This proposed Fifth Amendment to the MCP agreement extends the term of the agreement for up to five (5) additional one-year extension terms and increases the Optional Services not-to-exceed amount by $150,000.
