A. MOTION TO ACCEPT AND APPROVE recommendations from the Pompano Beach Residential District Advisory Board (“RAB”) to allocate $8,800,000 of the $10,000,000 in budgeted County funding regarding the Pompano Beach Community Redevelopment Agency (“CRA”) Northwest District to directly eliminate slum and blight in the residential area for the following three funding strategies: 1) $6,000,000 for a Major Home Repair Program; 2) $1,000,000 for a Minor Home Repair Program; and 3) $1,800,000 for gap financing for the construction of affordable single family homes by the Pompano Beach Housing Authority for the Blanche Ely Estates Project, with any remaining funds used for contingency/reserves as needed for the approved funding strategies.

B. MOTION TO AUTHORIZE County Administrator to administer a competitive procurement to secure vendors for the Major Home Repair Program and the Minor Home Repair Program as further described herein, including a procurement preference for Pompano Beach contractors; subject to the applicable not-to-exceed amounts stated in Motion A, and authorize the County Administrator to allocate any unused or remaining funds for administrative costs and between the approved funding strategies stated in Motion A as the County Administrator determines is in the best interest of the County; and to authorize the County Administrator to take the necessary administrative and budgetary actions to implement same.

The Board approved original contract, schedule, and budget at the September 21, 2021, meeting (Agenda Item No. 57) for a home repair pilot project utilizing the Pompano Beach CRA residential district funding.
Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board’s Value of “Ensuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supportive housing and zoning that helps residents build equity."
MOTION A. On February 15, 2024, the Pompano Beach Residential District Advisory Board (“RAB”) approved recommendations to the County Commission for the allocation of the remaining funding set aside for the elimination of slum and blight in the Pompano Beach CRA Northwest District (Exhibit 1) required under the interlocal agreement with Pompano Beach executed in 2018. Per the agreement, the $10,000,000 in County funding must be fully expended or encumbered by December 31, 2025, to eliminate slum and blight in the residential areas of the Northwest District of the CRA.
The RAB recommended three funding strategies: $6,000,000 for the Major Home Repair Program; $1,000,000 for the Minor Home Repair Program; and $1,800,000 for gap financing for the Blanch Ely Estates Project by the Pompano Beach Housing Authority.
Motion A would accept and approve those RAB recommendations as further described in Exhibit 2.
MOTION B. To create a competitive and fair process upon which to evaluate and select potential vendors for the Major Home and Minor Home Repair Programs, the Housing Finance Division (HFD) recommends a competitive procurement process that would define a scope of work to which interested vendors may respond in a Request for Applications (RFA). The RFA would also define evaluation and scoring criteria, including procurement preferences to contractors and subcontractors local to the City of Pompano Beach. The funding allocations for the Major Home Repair and Minor Home Repair Programs are based on the expectation that the programs will benefit, in the aggregate, approximately 200 homes within the Pompano Beach CRA Northwest District residential area.
Motion B authorizes the County Administrator to issue a competitive procurement to select vendors for the home repair programs recommended by the RAB. The final selection of vendors will be approved by the Board at a future meeting.
MOTION C. The third funding program recommended by the RAB was to provide a $50,000 per unit subsidy toward the construction of 36 income-restricted affordable home ownership single family units for Blanche Ely Estates. The per home subsidy would only be payable to the Pompano Beach Housing Authority upon issuance of a certificate of occupancy for the home. The funding would be contingent upon a funding agreement between Broward County and the Pompano Beach Housing Authority must be executed by December 31, 2024; if the contract is not executed by that date, the funding will be redirected to the other funding strategies as determined to be in the best interest of the County by the County Administrator.
Motion C authorizes the County Administrator to execute agreements to provide gap financing to the Pompano Beach Housing Authority for the Blanche Ely Estates project.
MOTION D. On September 21, 2021 (Agenda Item No. 57), the Board approved a pilot project for home repair in the residential area of the Northwest Pompano Beach Community Redevelopment Area. The Board action authorized the County Administrator to take all budgetary and administrative actions necessary to facilitate the pilot project and provided specific direction on the parameters of the project (such as the number of homes, the maximum project cost per homes, and the strong preference for local contractors).
On November 4, 2021 (Agenda Item No. 62), the Board approved the project and directed the County Administrator to award the administration of the pilot project to the Collective Community Initiative, LLC (CCI), an economic and workforce development company based in the City of Pompano Beach. The terms of the award were consistent with direction provided by the Board on September 21, 2021, and provided that the home repairs would be performed by licensed contractors.
On October 11, 2022 (Agenda Item No. 23), the Board approved an increase to the maximum cost of the pilot project to $594,050 due to increased construction costs and provided a per home maximum cost of $15,000 without roof repair/replacement (an increase of $5,000) and up to an additional $15,000 if needed for roof repair/replacement.
In order to complete the work on the 26 homes, additional funding in the amount of $100,000 and a reinstatement and extension of the Agreement term is necessary. The total budget for this project, including staff administration fees is $763,800.
This item allows for the completion of projects currently undergoing review and/or construction.
Motions A through D would approve the allocation and encumbrance of the $10 million in funding to eliminate slum and blight in the Northwest District residential area as follows, subject to redirection of any unused funds between the strategies as determined appropriate by the County Administrator:
$6,000,000 for the Major Home Repair Program
$1,000,000 for the Minor Home Repair Program
$1,800,000 for gap financing for the Blanch Ely Estates project
$763,800 for the pilot home repair project with CCI (including administrative costs)
$436,200 for contingencies/reserves for the approved funding strategies and any administrative costs.

The amounts included in the requested actions are available in the previously approved $10,000,000 budget for the Pompano Beach CRA Northwest District residential district. To date, $350,000 has been expended and $436,200 is set aside for contingencies. This item would allocate and permit the encumbrance of the remainder of the $10,000,000 funding to eliminate slum and blight in the residential area of the Northwest District of the CRA.
