Summary Explanation/Background

On September 10, 2026, the County Commission considered Item 34, which sought to modify the current County employee recognition program, “Performance Excellence Award Program,” to permit Commissioners to participate by recommending County employees to the County Administrator for monetary performance awards. The item was considered but did not receive majority approval.

Motion A asks the Commission to renew consideration of Item 34 from the Commission’s September 10, 2026, agenda. Commission rules require majority approval to renew consideration of the same item as considered within the prior six months.

Motion B is contingent upon majority approval of Motion A. If approved, Motion B would direct the County Administrator, in consultation with the County Attorney’s Office, to modify the existing performance award program to permit County Commissioners to participate in recommending County employees to the County Administrator for performance awards which, if approved, would be funded from the applicable Commission District budget.

The existing “Performance Excellence Award Program” permits the County Administrator to grant discretionary performance awards to County employees for their outstanding performance on a particular project, assignment, skill, or accomplishment, or for overall outstanding performance throughout the year. If approved by the County Administrator, the performance award provides a monetary award to the employee, funded from the applicable County agency budget and limited to not more than 5% of the employee’s base annual salary.

This item was submitted after the deadline for supplemental items as the issue arose late on September 15, 2026, and deferral until the next Commission meeting would preclude Commission action before the end of Fiscal Year 2026.
