Why Action is Necessary

In accordance with Federal Transit Administration (FTA) and County policies, a public hearing is required to receive public input on the Fiscal Year 2026 Transit Capital Program of Projects (POP). A POP is a list of projects that includes a brief description of the projects, total project costs, local share, and federal share for each project and the statutory provisions of 49 U.S.C. Chapter 53 require that the County as a designated recipient of FTA funds provide an opportunity for a public hearing to obtain the views of the public on the proposed POP.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's Connected Community and Accountable Government Goals.

 

In compliance with federal regulations, a public hearing will allow public participation and comment on Broward County Transportation Department’s Fiscal Year 2026 Transit Capital Program of Projects.  This item schedules the Public Hearing.

 

Broward County receives annual federal financial assistance from the US. Department of Transportation’s Federal Transit Administration (FTA) Urbanized Area Formula Program (49 U.S.C. 5307) and its Buses and Bus Facilities program (49 U.S.C. 5339) as a designated recipient. FTA 5307 programs fund eligible capital costs associated with: purchasing buses, preventative maintenance, maintenance and rehabilitation of transit and passenger facilities, construction, communications, security, and transit enhancements (e.g., bus stop infrastructure, computer hardware and software). The 5339 program funds replace, rehabilitate and purchase buses and related equipment, as well as construct bus-related facilities. 

 

As a designated recipient, the County is required to develop a Program of Projects (POP) annually for the use of those federal funds and the Transportation Department (BCT) does so through the capital budget process. A POP is a list of projects proposed by a designated recipient, that includes a brief description of the projects, total project costs, local share, and federal share for each project. Both the planning requirements and the statutory provisions of 49 U.S.C. Chapter 53 requires that BCT provide an opportunity for a public hearing to obtain the views of the public on the proposed POP.  BCT as the designated recipient is responsible for developing the program of projects (POP) for the Section 5307 and 5339 funds. Broward County Transit’s Fiscal Year 2026 POP is attached as Exhibit 3.

 

The public will be notified in advance of the time and date of the public hearing. Information will be published in the newspaper and on Broward County Transit’s website.
