AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, ADOPTING AN AMENDMENT TO THE BROWARD COUNTY COMPREHENSIVE PLAN TEXT; AMENDING THE BROWARD COUNTY COMPREHENSIVE PLAN TEXT RELATED TO THE CLIMATE CHANGE ELEMENT, THE RECREATION AND OPEN SPACE ELEMENT, AND THE TRANSPORTATION ELEMENT; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT, THE LOCAL PLANNING AGENCY (LPA), AND THE HOUSING AND URBAN PLANNING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
Each year, the Florida Legislature adopts a state budget that is officially titled the General Appropriations Act. General appropriations fund various programs and initiatives for transportation, environmental protection, education, and others. Each year, the Florida House and Senate adopt numerous bills related to the General Appropriations Act. Florida Senate Bill 2502 is one such bill. It provides for the Office of Policy and Budget to compile a report by January 13, 2026, that identifies specific instances of the use of resources by any local government for initiatives supporting Diversity, Equity, and Inclusion (DEI) inconsistent with state law. As a result, Broward County is removing any references to DEI from the goals, objectives, and policies of its comprehensive plan.
On January 13, 2026, the Local Planning Agency found the proposed amendment consistent with the Broward County Comprehensive Plan. On May 20, 2026, Florida Commerce issued a letter stating it has no comments on the proposed amendment. The amendment was resubmitted on June 16, 2026, with additional material. Florida Commerce provided no further comment.
