Summary Explanation/Background
THE PURCHASING DIVISION AND THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMEND APPROVAL OF THE ABOVE MOTION.
The purpose of this agenda item is to designate Niche Technology Inc., as the most reasonable source, to provide NicheRMS365 Law Records Management software solution. The Office of Regional Communications and Technology (ORCAT) currently uses an antiquated Law Records Management solution that does not allow for the customization needed in the dynamic field of law enforcement. NicheRMS365 will be utilized by law enforcement as a centralized repository from all data sources with easy access from any device in real time, affording law enforcement response units the ability to access critical information across jurisdictional boundaries. NicheRMS365 easily interfaces with the County’s Computer Aided Dispatch system and has the ability to scale with the changing demands of law enforcement. Niche Technology Inc. hybrid cloud (web-based)/on-premises solution provides built-in redundancy and scalability against natural disasters (hurricanes, floods, etc.). The Broward County Chiefs of Police Association supports the procurement of the NicheRMS365 Law Records Management software solution (Exhibit 2).
On October 21, 2024, the Purchasing Division issued a Request for Information (RFI) Notice of Intent to designate most reasonable source to ascertain whether there were any other entities able to provide a Law Records Management Software solution for ORCAT. No RFI response was received. Based on this information, the Director of Purchasing recommends approval of this one reasonable source designation (Exhibit 1).
A resultant open-end contract in the estimated amount of $8,200,000 over a potential ten-year period will be presented at a future Board meeting for approval.
